<b>A lot of Nigerians do not know that Nigeria is a secular state and they are also not aware that the Constitution of the Federal Republic of Nigeria does not require that Buhari take his oath of office by swearing with the Quran. The drafters of the constitution made it crystal clear that any Nigerian of any faith or no faith can hold any office. It would have been very easy for the constitution drafters to include it in our constitution that the president should be sworn in with the Quran. But they didn’t. In other words, placing a hand on a Quran while reciting the presidential oath is simply a tradition that is not backed by the constitution. Meaning, it is absolutely unnecessary.</b></div>

On Friday May 29, the Constitution requires that Buhari gives this oath of office: "I, Muhammadu Buhari, do solemnly swear that I will faithfully execute the office of President of the Federal Republic of Nigeria, and will to the best of my ability preserve, protect, and defend the Constitution". So, why should Buhari swear with a Quran? Why shouldn't he place his hand on the Nigerian Constitution - the very document he's promising to "preserve, protect and defend?"</div>

There's is a gargantuan barrier between religion and state and Buhari should demonstrate that he recognises this fact by taking his oath of office with his hand on the constitution instead of the Quran. His loyalty should be to the nation's laws above all else.</div>

<div style="text-align: justify;">
A lot of people will argue that Buhari swearing with the Quran ensures that he adheres to his oath. But let's be truthful to ourselves: We have seen elected officials swear to uphold the laws of our country with their hands on the Quran and go on to steal billions of naira and break laws like crazy. It all comes down to the individual's moral code, not a few seconds oath.</div>

My objection is not only against the Quran. I would hold the same view if it were the Bible, the Book of Mormon or any other religious scripture. The drafters of the constitution made it clear that the Nigerian Constitution "shall be the supreme law of the land'. It is the living legacy they bestowed upon us. It is the framework for our government. And as such, that’s the document our president should place his hand on. It should be clear to us on May 29 that the president views the Constitution as our nation's alpha and omega. As a matter of fact, your religion doesn't matter when you are taking a position in office because religion has nothing to do with running a country.</div>

I personally think that being sworn in with any kind of religious testament is a waste of time and useless. A lot of people in the out-going government were sworn in with the Bible but did they deliver any of the things they promised the country?</div>

To some people, it doesn’t matter whether the president-elect is sworn in with the Quran. They’re probably used to seeing it happen. We just take it for granted that it is the way things have always been done, but it doesn’t necessarily make it right. In my opinion, any elected leader in any secular country like ours is voted in to represent everyone in that country. So why not swear with a document that means something to everyone, such as the constitution? Wouldn’t that make more sense, instead of swearing with a religious document that only represents a chunk of the population? Imagine if a juju priest was elected President, would it be okay for him to be sworn in with sango, orunmila or amadioha or some other work written about atheism? Would it be okay for an ogboni president to be sworn in with the ogboni book of sacred covenant? I am a Catholic and I believe completely in not swearing with the Bible because there are multiple religions in the country and swearing with a Bible will not cause the sacred binding to the truth if the person swearing does not share a religion with the Bible. The Bible does not have the same meaning to every person. So it shouldn’t be counted as a true binding document.</div>

Finally, we shouldn’t also forget that oath taking of any kind is absolutely forbidden by the Bible:</div>

And do not swear by your head, for you cannot make even one hair white or black. All you need to say is simply 'Yes' or 'No'; anything beyond this comes from the evil one.' - Matthew 5:34-37</div>

<b>Senators and members of the House of Representatives that will constitute the 8th National Assembly and ministers to be appointed by President-elect, Gen. Muhammadu Buhari (retd.), will on assumption of office receive welcome perks amounting to ₦9 billion.</b></div>

The perks of office include the housing allowance which each of the incoming office holder is entitled to receive once a year, the furniture allowance which they are entitled to once in four years and motor vehicle loan which they are entitled to once in their tenure.</div>

<div style="text-align: justify;">
The perks are some of the non-regular allowances that the political office holders are entitled to as prescribed by the Revenue Mobilisation, Allocation and Fiscal Commission (RMAFC).</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
There are other allowances, both regular and irregular ones, but housing, furniture and motor vehicle are paid at the beginning of the tenure of the office holders to ensure that they settle down appropriately.</div>

Housing allowance for the political office holders is 200% of their annual salaries; furniture is 300% and motor vehicle loan is 400%.</div>

The eighth National Assembly will be inaugurated by Buhari on June 5 after the expiration of the tenure and dissolution of the 7th National Assembly on the same date.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
Membership of the eighth National Assembly include 109 senators and 360 members of the House of Representatives elected on the platform of different political parties from across the country.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
Investigation showed that each <b>senator</b> would be paid <b>₦4,052,800</b> on the assumption of office as <b>housing allowance</b>. They will also be paid the same amount every year because the housing allowance is on annual basis.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
<b>This means that 107 senators will be paid a total of ₦433,649,600 as housing allowance annually.</b></div>
<div style="text-align: justify;">

<div style="text-align: justify;">
The Senate President and the Deputy Senate President are not entitled to this allowance because their own accommodation is to be provided by the Federal Government.</div>

Similarly, each <b>member of the House of Representatives</b> will be paid <b>₦3,970,425</b> as <b>housing allowance</b> on assumption of office.</div>

<b>This means that the 358 representatives will be collecting a total of ₦1,421,412,150 as housing allowance. </b></div>

Again, the Speaker and Deputy Speaker of the House of Representatives are excluded from this allowance as the Federal Government is to provide their own accommodation.</div>

Following the monetisation of entitlements of public officials, the lawmakers lost the right to occupy houses built and maintained by the government. Consequently, the Federal Government sold the houses previously occupied by the lawmakers to them.</div>

<div style="text-align: justify;">
The principal officers of the National Assembly also benefited from the sale of the houses. As a result, the Federal Capital Territory Administration is at present building new houses for the lawmakers that will emerge as the Senate President, the Deputy Senate President, the Speaker and the Deputy Speaker.</div>

For <b>furniture</b>, each of the <b>senator</b>s is to get <b>₦6,079,200</b>. The furniture for both the Senate President and his deputy are to be fully provided by the government. <b>This means that 107 senators will get a total of ₦650,474,400 as furniture allowance</b>. Furniture allowance is paid once in four years.</div>

Each <b>member of the House of Representatives</b> will be paid <b>₦5,955,637.50 as furniture allowance</b>. <b>This means that 358 representatives will collect a total of ₦2,132,118,225 for furniture.</b></div>

<div style="text-align: justify;">
For <b>vehicle</b>, each of <b>the senator</b>s is entitled to <b>₦8,105,600</b> while each <b>representative </b>is entitled to <b>₦7,940,850.50</b>. <b>This means that 107 senators will collect ₦867,299,200 for vehicle while 358 representatives will collect ₦2,842,824,479 for the same purpose</b>.</div>

The allowance for vehicle had been controversial. According to RMAFC, this allowance payable once in four years is a loan for any member that wants. This means that it is repayable.</div>

In 2007, each senator had been given the loan to purchase vehicles. Few months after they had received the loan, the current Senate President, David Mark, demanded that the money totalling about ₦856m should be converted to grants for official cars.</div>

<div style="text-align: justify;">
Mark made the request in a letter addressed to the Chairman of the Revenue Mobilisation and Fiscal Allocation Commission.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
In the letter dated November 15, 2007 and titled "Monetisation policy as it affects senators of the Federal Republic of Nigeria", Mark said the senators were not properly briefed that the money was given to them as loan.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
He said if senators had known that the money was loan, they would have had the opportunity to exercise the choice of refusal.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
He therefore requested that the money should be converted to official car allowance although according to the monetisation policy of the Federal Government, only the President of the Senate and his Deputy are entitled to official cars. The funding for cars for other lawmakers had been built into their salaries which are paid on monthly basis.</div>

<div style="text-align: justify;">
RMAFC insisted that the money was a loan and could not be converted to a grant as the lawmakers' benefits had been monetised. It is not clear how the matter ended as both parties refused to respond to media requests on the issue.</div>

<div style="text-align: justify;">
On the executive side, <b>each minister</b> that will serve in the cabinet of Buhari is entitled to a <b>housing allowance of ₦3,915,160</b>.</div>

There are indications that the President-elect will shrink his cabinet by doing away with the ministers of state. However, there is a limit to how far he can reduce the cabinet positions. Constitutionally, each state of the federation must be represented in the cabinet.</div>

<div style="text-align: justify;">
This leaves him with at least 36 ministers as against the 42 ministers in President Goodluck Jonathan's administration. <b>Cumulatively, the ministers are to receive ₦140,945,760 as housing allowance</b>.</div>

<div style="text-align: justify;">
<b>Each minister</b> is also entitled to a <b>furniture allowance</b> <b>of ₦6,079,200</b>. <b>Cumulatively, this comes to ₦218,851,200</b>. Each of them is also entitled to a <b>vehicle loan</b> of <b>₦7,830,320</b>. <b>This comes to a total of ₦281,891,520</b>.</div>

When put together, the housing, furniture and vehicle allowances payable to the lawmakers and ministers will amount to about ₦8.9bn.</div>

Apart from these irregular allowances, there are other regular perks of office that are paid to lawmakers on a monthly basis. These include motor vehicle maintenance and fuelling. This is pegged at 75 per cent of their monthly salary.</div>

<div style="text-align: justify;">
Others are personal assistant, 25 per cent; domestic staff, 75 per cent; entertainment, 30 per cent; utilities, 30 per cent; newspapers/periodicals, 15 per cent; wardrobe, 25 per cent; house maintenance, 5 per cent; and constituency, 250 per cent.</div>

There are other entitlements that they do not receive direct payments for but are provided and paid for by the government. These are special assistants, security and legislative aides. What this means is that those engaged in these capacities are paid directly by the government as the allowances cannot be claimed by political office holders. These allowances apply to senators and members of the House of Representatives.</div>

Medical expenses are also borne by the government when they have need for them.</div>

The lawmakers are also entitled to tour duty allowance, estacode (when they travel) and recess allowances. For a senator, the tour duty allowance is ₦37,000 per night; the estacode is $950 per night and the recess allowance is 10 per cent of their annual salary.</div>

For a member of the House of Representatives, the tour duty allowance is ₦35,000 per night; the estacode is $900 per night and the recess allowance is 10 per cent of their annual salary.</div>

The allowances for ministers vary slightly from those of the lawmakers. The allowances of the ministers include motor vehicle fuelling and maintenance – 75 per cent of their salaries. Others are personal assistant, 25 per cent; domestic staff, 75 per cent; entertainment, 45 per cent; utilities, 30 per cent; monitoring, 20 per cent and newspapers/periodicals, 15 per cent.</div>

The Statistician-General of the Federation, Yemi Kale, had announced on Thursday that Nigeria's unemployment rate, which stood at about 28 per cent by the 4th quarter of 2014, crashed to the new rate.</div>

The revised methodology for computing unemployment statistics reduced Nigeria's official work hour benchmark from 40 to 20 hours a week, leaving the possibility of categorising millions of underemployed Nigerians "employed".</div>

Work hours are the average number of hours a person is expected to complete in a week to be considered employed.</div>
<div style="text-align: justify;">

Some Nigerians have, however, described the new figure variously as "delusionary", "politically motivated", "unserious" and "fallacious".</div>

Mr. Kale said if his bureau relied on the International Labour Organisation, ILO, which sees the "unemployed" as persons in the labour market who put in less than one hour at work per week, Nigeria's rate would have plunged further, and virtually all Nigerians would be seen as employed.</div>

A revision of the ILO definition to Nigeria's initial 40 hours per week, Mr. Kale said, resulted in an unemployment rate of 23.9 percent in 2010, a figure many Nigerians dismissed as false.</div>

But government experts considered that figure inadequate, arguing that persons who put in as much as 39 hours per week cannot be considered unemployed.</div>

The NBS boss noted the difference between unemployed and "not having work", saying that only those within the working age of 15 and 64 years and looking for work, but cannot find, are considered unemployed.</div>

"When those in the age brackets of 0-15 years and 65 and above are removed, all others in the economically active population who are not working are either not available or willing to work, not unemployed, like student and full-time housewives", Mr. Kale said.</div>

<b>The National Coordinator of the Odua Peoples Congress (OPC), Gani Adams, on Friday, alleged a plot to attack his convoy and assassinate him by suspected hoodlums sponsored by a top Lagos based politician.</b></div>

He claimed the plot, aimed at causing chaos and painting him bad, would unfold shortly after the May 29 presidential inauguration ceremony.</div>

Mr. Adams stated this through the congress' spokesperson, Yinka Oguntimeyin.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
“This is to alert concerned Nigerians that after several failed attempts to remove the leader of the Odua Peoples Congress by expelled members of the congress, security reports at our disposal revealed that a top Lagos based politician has devised ways to create chaos and attack the convoy of Otunba Gani Adams soon after the handover of government to Gen. Buhari,” the statement read.</div>

The statement alleged that the group assigned to carry out the operation has met severally, with money exchanging hands from their sponsor, who is bent on using political propaganda to discredit Mr. Adams.</div>

“Their plan, which we are privy to, is to make use of the media to publish negative stories on the person of Otunba Gani Adams, using a political party propaganda machinery which failed despite several sponsored negative stories on his person,” the statement said. “They now want to create chaos by attacking the convoy of the national leader of the congress.”</div>

The congress said a meeting was held on Thursday by the group at the Oworonsoki, Lagos residence of an expelled member of the congress, and attended by 35 grassroots members of a zone.</div>

It said a decision was reached that a three-man committee would monitor Mr. Adams movement from his Festac Town residence to his office and provide information as regards his day to day movement.</div>

The congress also claimed that arms including AK-47 guns were collected two days ago and distributed to "the gang members of the plot".</div>

“By this statement, we are bringing to the attention of the world the sinister plot to eliminate Otunba Gani Adams and should the attempt fail or we repeal (sic) the attack, they will feed the media with false information further claiming that OPC is made up of thugs and touts,” the statement said.</div>

<b>The Federation Accounts Allocation Committee (FAAC) on Friday raised the alarm that the Nigerian National Petroleum Corporation (NNPC) has yet to remit $1.48bn into the Federation Account as directed by PriceWaterHouse Coopers (PwC) in its forensic audit of the corporation.</b></div>

PriceWaterHouse Coopers was last year hired to carry out the exercise following an allegation by the former Governor of the Central Bank of Nigeria, Lamido Sanusi, that $20bn was not remitted to the Federation Account by the NNPC.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
Sanusi, who is now the Emir of Kano, had written a letter to President Goodluck Jonathan that $49bn was not remitted to the Federation Account by the NNPC. But following the controversy which the letter generated, a committee was set up to reconcile the account.</div>

<div style="text-align: justify;">
Sanusi later recanted and said the unremitted fund was $12bn. He later again changed the figure to $20bn.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
PwC, in the report, had stated that while the total gross revenues generated from crude oil lifting was $69.34bn between January 2012 and July 2013 and not $67bn as earlier stated by the Senate Reconciliation Committee, what was remitted to the Federation Account was $50.81bn and not $47bn.</div>

Of the $69.34bn, the audit report revealed that $28.22bn was the value of domestic crude oil allocated to NNPC, adding that the total amount spent on subsidy for Premium Motor Spirit (PMS) amounted to $5.32bn.</div>

FAAC had at its last meeting constituted a committee to find out the reasons for the delay in making the funds available to the three tiers of government.</div>

Barely had the committee swung into action than the Minister of Petroleum Resources, Mrs. Diezani Alison-Madueke, stated that the NNPC had begun refunding the $1.48bn into the federation account as recommended by the audit firm. She said: "The PriceWaterHouse Coopers forensic audit that was done a few weeks ago, in its recommendation, mentioned that $1.48bn was owed by NPDC for a block that had hitherto been assigned from the NNPC to NPDC, which is its subsidiary.</div>

"They felt that the right process would be that NPDC will refund that money to the Federation Account. NPDC has apparently started those refunds and it is also in discussion with NNPC and DPR on same. So the refund has actually begun."</div>

But the Chairman, Forum of Finance Commissioners of FAAC, Mr. Timothy Odaah, while speaking on the matter during an interview with journalists after this month’s allocation committee meeting, insisted that no amount had been transferred to the account.</div>

He said: "The most important thing is for the public to know that we campaign and demanded for it because it is the money meant for the states and the federal government as well as the local governments.</div>

"Entirely, it is the nation and Mr. President has directed that the money be paid to the federation account including the minister of petroleum but it is important to know that we have not seen anything."</div>

Meanwhile, the Minister of State for Finance, Mr. Bashir Yuguda, on Friday said that ₦388bn was shared among the federal, states and local governments as statutory allocation for the month of April, 2015.</div>

<div style="text-align: justify;">
Yuguda announced this in Abuja when he addressed newsmen on the outcome of the end of this month’s FAAC meeting. He said: "The total revenue distributable for the month of April, including VAT of ₦75.1bn, is ₦388bn."</div>

<div style="text-align: justify;">
Giving the breakdown of revenue among the three tiers of government, Yuguda said the Federal Government received ₦132.1bn, representing 52.68 per cent; while the 36 states got ₦67bn, representing 26.72 per cent. The local governments, he said, received ₦51.6bn, amounting to 20.60 per cent of the amount distributed.</div>

He announced that ₦23.1bn representing 13 per cent derivation revenue was shared among the oil producing states.</div>

On the constant lower revenue shared in the past months, the minister said: "frequent shut down and shut-in-trucks and pipelines at terminals continued to impact negatively on crude oil revenue."</div>

The minister advised the incoming administration to focus on the diversification of the economy, good governance and blocking of all revenue leakages to attain optimum service delivery.</div>

<b>A  US jury has decided Dzhokhar Tsarnaev should die for his role in the Boston marathon bombing in April 2013.</b></div>

The sentence on Friday came after 14 hours of deliberations on whether Tsarnaev, who was a teenager when he carried out the attacks with his elder brother Tamerlan, should be imprisoned for the rest of his life or be executed.</div>

The 21-year-old did not react when the sentence was read out, the <i>AP</i> news agency reported.</div>

Tsarnaev was convicted last month of all 30 federal charges against him, 17 of which carried the possibility of the death penalty.</div>

Three people were killed and more than 260 were injured when two pressure-cooker bombs packed with shrapnel exploded near the marathon finish line on April 15, 2013. Dzhokar and Tamerlan also killed a Massachusetts Institute of Technology police officer days later.</div>

Tsarnaev's lawyer, Judy Clarke, admitted from the beginning that he participated in the bombings, bluntly telling jurors in her opening statement: “It was him.”</div>

But the defence sought to show that most of the blame for the attack fell on his older brother, who wanted to punish the US for its actions in Muslim countries. They said Dzhokhar was an impressionable 19-year-old who fell under the influence of a brother he admired.</div>

Prosecutors portrayed Tsarnaev as an equal partner in the attack, saying he was so heartless he put a bomb behind a group of children, killing an 8-year-old boy.</div>

Carmen Ortiz, prosecutor for Massachusetts, commended the jurors, saying the verdict was "fair and just".</div>
