<b>ABUJA, NIGERIA - The national chairman of the ruling All Progressives Congress (APC), Chief John Odigie-Oyegun, has stated that President Muhammadu Buhari is independently working hard to assemble the best hands into the soon-to-be-constituted Federal Executive Council (FEC) in the next few weeks.</b></div>

Odigie-Oyegun revealed that Buhari has spent the last couple of months understanding the situation, which he inherited from the Peoples Democratic Party (PDP)-led government.</div>

He made the disclosures yesterday at the APC national secretariat in Abuja when he received a delegation of the Association of Northern Students (ANS) that visited him on the occasions of his 76th birthday anniversary and one year in office as the national chairman of the APC.</div>

<div style="text-align: justify;">
“Let anybody make no mistake about it, the committed President Buhari is, in fact that is the core of his life and he has spent the last two months understanding the situation that he has taken over without interference and distractions. He has been able to hear, sit and interact with the core operators without third party intermediaries.</div>

“In the next few weeks he will now assemble the team who he can now give confidently direct instructions as to what he expect to be done. Which means he is in a better position to measure whether anybody entrust with any function is performing or not performing, he is meeting target or not,” Oyegun said.</div>

On the high expectations of the people, he explained that the situation on ground is different from what was obtainable in the last 15 years, hence the APC-led government and its leadership are working round the clock in order to deliver on their promises to the populace.</div>

“What some of us in the progressive movement that has now transformed into a governance in this country cannot accept is that the nation need to be as bad as it is today.</div>

“Yes, the circumstances of last 15 years ago are different, the nature of economy is different, people have evolved but the basic fact remain the same and that is for any nation, for any government to have any legitimacy, its key emphasis and the whole justification for its existence must be the welfare of the people who have entrusted that party or that leader with the governance of their common affairs, that is the key thing.</div>

“Fortunately, we have a blueprint which makes your welfare and everybody’s welfare the core of his attention. Yes, things have turned out to be worse in the economy than we expected when we were campaigning. Every known indicator of good conduct has been violated and our institutions have factually been destroyed, even to the extent of tampering with security institution.</div>

“So we have a major reconstruction efforts ahead of us. One can only say at this time to plead through you to Nigerians to be patient with us and with the pace at which the changes we envisage start occurring because things are much worse than we expected.</div>

“So, we have a totally new situation, a new reality and a new approach to governance which is emphasising target and deliverables in the lives of the people that he has been entrusted to govern,” he noted.</div>

Speaking earlier, chairman of the students group who came felicitate with Oyegun, Comrade Mike Omoba, said they came from different campuses of the higher institutions in the country to celebrate him on his birthday because of his landmark achievements over the years.</div>

John Oyegun, National Chairman of the All Progressives Congress (APC), says he is sure that his party at the federal government would "make things better", but he has warned Nigerians that there are certainly "tough days ahead".</div>

Speaking at a two-day retreat for APC senators-elect in Abuja on Saturday, Oyegun said the incoming Buhari government will need ₦4.1 trillion to pay salaries at the federal and state levels, make payments for petrol subsidy, and service debts incurred by the outgoing administration.</div>

He lamented the state of the economy, but assured Nigerians that the APC government would perform well. He added, though, that change in the state of things would not happen overnight.</div>

"Make no mistake about it, the days ahead will be tough, and this is not crying wolf", he said.</div>

<div style="text-align: justify;">
"From the first day of this government, a total of ₦4.1 trillion will be required for sundry expenses, including oil subsidy payment, arrears of salaries at federal and state levels and debt servicing, just to mention a few.</div>

"Put this against the background of the falling oil prices, the unprecedented $60-billion debt, which the outgoing government has left for the incoming one, the largely depleted Excess Crude Account (ECA), the $60-billion that have been lost in the last four years to crude oil theft (and which are perhaps still being lost as we speak), the need to rapidly create jobs for our teeming army of unemployed youths, enhance the security of the citizenry and improve the economy, and you will begin to understand the enormity of the challenges ahead.</div>

"This is not a lamentation forum, but still, we must tell ourselves the truth about the state of the nation, and the expectations of our people.</div>

"In fact, to a number of our compatriots, by May 30, a day after the swearing of our president-elect, all the streets in Nigeria will be air-conditioned while electricity will become stable and fuel scarcity will be a thing of the past.</div>

"Yes, we will get there, but it won't happen overnight. You, our senators-elect, will be called upon to take extraordinary actions to address the extraordinary challenges that confront our nation. The incoming president, more than anyone else, needs the support and cooperation of the 8th National Assembly to fulfill his campaign promises to Nigerians.</div>

"You may be required to pass important bills at very short notices. This will not be unprecedented but will require a buy-in to the programmes of the president and the party and willingness to work with him and the party for the benefit of all Nigerians. "Fortunately we have the numbers, even though we believe that a bipartisan effort - to which we are open - will be a better deal. And there is good news! You, our senators-elect, share in the dreams of the president and our party to make our country great again.</div>

"Finally, let me end on a note of caution. There is no magic wand to make our economy better overnight. Against the realities on the ground, some of which I listed earlier, reviving our economy will be a long and tortuous process. Bold decisions will need to be taken, and this can only be possible if there is a synergy among our party, the national assembly and the president. We know you will not fail us, and you will not fail Nigerians."</div>
