Blessing Goodluck, the mother, who on Thursday tortured her nine-year-old son, Kingsley, and dumped him at a filling station on Ijaiye Road in the Agbado area of Lagos, has been apprehended by the police.</div>

<div style="text-align: justify;">
It was gathered that the police trailed the 23-year-old mother to Ojuelegba, where the son claimed they lived, without success.</div>

<div style="text-align: justify;">
It was learnt that she was eventually traced to a residence on Sule Babalola Street, Agbado.</div>

Our correspondent had reported on May 1, 2015 that Kingsley was dumped at the filling station on Thursday by the mother.</div>

It was also reported that Blessing beat up the boy, whose body bore scars of lashes, for greeting a neighbour with whom she had grudges. Some Good Samaritans were said to have fed him before taking him to the Ijaiye-Ojokoro Police Station.</div>

It was gathered that the primary two pupil was taken to a general hospital for treatment. He was seen playing around on Sunday when our correspondent visited the police station.</div>

The mother, who admitted her action was wrong, said she was frustrated, describing her son as being troublesome.</div>

She said, “I have realised that I over-reacted. Kingsley is very stubborn and troublesome. He won’t sit at home. He will be jumping from one house to another. I was frustrated. I promise it will never happen again. I have learnt my lesson.”</div>

A police source said that Blessing wept all night in custody. The source said Kingsley had also been counselled to turn a new leaf.</div>

But in reality, Chief Osuamadi was the brain behind a West African crime syndicate that the police has described as the <b>Black Mafia of Sydney</b>. As the godfather and boss of the crime syndicate, he shuttled between China and Nigeria. In 2010, the Strike Force Bellevue was set up and 11 people were arrested after undercover operatives infiltrated the syndicate. </span></div>

<span style="font-family: inherit;">On Friday, Mazi Osuamadi was sentenced to six years in prison in the Parramatta District Court for supplying a commercial quantity of methamphetamine during an undercover operation in Auburn Botanical Gardens and in a series of conversations that were secretly recorded. But when he was arrested at his Granville home he remained indignant. He said he was of royal blood that with connections to the leading NSW (New South Wales) politicians, local police and even the commissioner. </span></div>

<span style="font-family: inherit;">He boasted: "Everybody in Granville knows me, the police there and the local politicians. I am an identity. We trace our royalty back to the Queen Sheeba of Israel."</span><br />

<span style="font-family: inherit;">To cover up for his criminal activities, Chief Osuamadi ran a string of businesses such as an African grocery store, hair salon, internet cafe, Western Union money transfer franchise and a limousine company but he said many of these businesses have collapsed. The police maintained that all these businesses were a front for his drug business which he used to maintain his flamboyant lifestyle. </span></div>

National Publicity Secretary of the party, Chief Olisa Metuh said this at a press conference in Abuja on Monday.</div>

He explained that erroneous belief by the Jonathan campaign that it could denigrate a respected statesman revered in the north instead on dwelling on issues cost the party critical votes in parts of the north.</div>

Metuh equally said the campaign for the sack of the NWC which was being orchestrated by some of those responsible for the party’s woes, was immoral and against logic.</div>

He also revealed that the party generated over ₦7bn from the sale of nomination and expression of interest forms most of which was used to sponsor the party’s candidates at all levels during the last elections.</div>

In response to questions from reporters after the briefing, Metuh said, “We (NWC) did not lead the party to failure. We were not involved in the campaigns and our advice was ignored. If we had handled the campaign, Mr. President would have won the election. We cannot be held responsible when our advice was ignored.”</div>

“I can tell you from my own records that we generated billions. I think we generated more than ₦7bn, ₦8bn or ₦9bn. We generated more than ₦7bn and we generated a lot of money.</div>

“The first initial donation we made was half a billion to the Presidential campaign funds even though we were not involved in raising funds for the presidential campaign.</div>

“They generated campaign funds up to ₦21bn. The party was not involved in it and the party cannot account for it because we were not involved in that money. It was a Jerry Gana Committee and they handled it and nobody can question us for that.</div>

“There is no governorship candidate that received less than ₦100m from this Working Committee. And the House of Assembly candidates across the country got money from us. It depends on the state.</div>

“These monies were given to some ministers and some people to distribute to the states. In some states it was the campaign coordinators that we gave. In some states, we gave to the governors or directly to the candidates of the party.</div>

Mutuh also said, “For those of us in the North where the type of campaign that we generated made it impossible for our leaders in the North to garner support for our candidate because of the hate campaign that was generated we are not answerable for it.</div>

“Whilst I am not holding any excuse for them we cannot be held accountable for issues that were generated that worked against our candidate in the North. This is clear, all Nigerians knew what happened.”</div>

Responding to allegations that members of the NWC received ₦30m each, Metuh said, “We state clearly that we have not been given any money, rather this NWC generated billions of naira from the sale of forms from where we funded our candidates for governorship and state assembly elections in all the states of the federation in addition to funds released to key leaders including NWC and BoT members to prosecute the campaigns in their various areas.</div>

Metuh further explained that several attempts have been made to cast the NWC in bad light following the party’s defeat at the polls.</div>

He recalled that in the attempt to discredit the NWC, “these elements” pushed out series of misleading information to the unsuspecting public alleging that the party leadership mismanaged the Presidential campaign funds, leading to the poor performance in the polls and as such NWC should be made to resign.</div>

He said, “When this wicked and baseless allegation was debunked by the NWC who publicly clarified that it was not involved in the handling of the campaign and its funding, and that such were exclusively managed by the Presidential Campaign Organization appointed by the President, these divisive elements in their desperation came up with another allegation claiming that the leadership embezzled funds belonging to the party.</div>

With the constant turmoil all over the Middle East, it’s been very easy for the country to fall into corrupt affairs, especially concentrated at the top from the authoritarian presidential figure, Gurbanguly Berdimuhamedow.</div>

<a href="https://www.cia.gov/library/publications/the-world-factbook/geos/tx.html">The CIA’s file says</a> that Turkmenistan likes to describe itself as a secular democracy and presidential republic, while in practice, its government more closely resembles an authoritarian dictatorship. The country itself was founded as a result of the Soviet Union’s collapse, as so many others in the region, and the resulting power struggle has left the nation highly corrupt and vulnerable to tomfoolery.</div>

Also like many other countries in its region, Turkmenistan’s economy is largely based on agriculture and energy. The country is fortunate to have vast reserves of crude oil and natural gas to supplement the economy, although they are controlled by the government. Misuse of the state’s revenues have driven many investors away and led to high levels of corruption.</div>

After the second American invasion in 15 years, the pullout of U.S. forces has left Iraq a virtual power vacuum, with several different sects fighting for power over the embattled nation. Fighting is mostly concentrated between the Kurds, the Shiites and the Sunnis, but the arrival of ISIS from Syria has added additional issues.</div>

The CIA lists Iraq’s government as a parliamentary democracy, but the legitimacy of the government is definitely up for debate. And there’s definitely little debate as to whether or not corruption has taken hold in the country, as Iraq’s vast wealth and natural resources have made it a target for all kinds of industry and war profiteers.</div>

Iraq has actually seen some economic growth as the country rebuilds itself, but there is also a lot of outside interference from American and European contracting companies, hired to rebuild infrastructure and tap into the country’s oil reserves. The future of Iraq is probably as uncertain as any country in the world. It’s very possible that the nation will dissolve and turn into three distinct countries, as it was before Europeans entered the fray in the early 20th century. As for now, incredible instability - along with the arrival of ISIL (or ISIS) from the north - will keep the country in a state of flux.</div>

One of the world’s youngest countries, South Sudan officially declared independence in 2011, following long-standing conflicts with its parent country, Sudan, which gained its independence in 1956. Between the mid-1950s and now, conflicts in the region have resulted in the deaths of as many as 2.5 million people, <a href="https://www.cia.gov/library/publications/the-world-factbook/geos/od.html">or so the CIA contends</a>. South Sudan now stands as an independent republic, composed of 10 states.</div>

A nation still in its infancy, South Sudan does not have the traditional long-standing government structures in place that many others do. This has led to ripe opportunities for corrupt politicians to step in, and as a result, the country has remained mostly undeveloped, and its citizens participate in a largely subsistence-based economic system. One other issue is the lack of a sense of nationhood among the 200 or so ethnic groups occupying the country.</div>

<a href="http://www.worldbank.org/en/country/southsudan/overview">According to The World Bank</a>, the vast majority of South Sudan’s GDP - around 80% - is derived from oil exports. This has been a major problem, as international oil companies have been able to take advantage of the nation’s weak governmental structures and regulatory policies, turning huge profits at the expense of the citizens. In fact, 85% of the country’s workforce is engaged in non-paid labor. More than half live below the poverty line as well.</div>

The area has been inhabited for a very long time - and its geographic location has also put it in the middle of many conflicts over hundreds, if not thousands of years. There’s a reason the country has been stuck with the nickname ‘the graveyard of empires’, as it is incredibly difficult to not only conquer, but to keep under control.</div>

The country has been loosely held together by a central government that largely lacks power, and has been carved up by a myriad of local tribal leaders and warlords, as we’ve seen first-hand with the Taliban and Al-Qaeda. The country’s now-former president Hamid Karzai was notoriously corrupt - he’s been recently busted for taking bagfuls of money from the American military, among other things. Afghanistan is also home to an enormous amount of the world’s heroin production, which has brought lots of wealth to a lucky few.</div>

The country’s economy has remained in a state of flux for some time now, although the fall of the Taliban has helped - as has a flood of international aid. But it still faces major issues going forward. <a href="https://www.cia.gov/library/publications/the-world-factbook/geos/af.html">As the CIA puts it</a>, “Criminality, insecurity, weak governance, lack of infrastructure, and the Afghan Government’s difficulty in extending rule of law to all parts of the country pose challenges to future economic growth.”</div>

Long-standing conflicts between competing factions and ethnic groups have destabilized the country’s ability to efficiently operate from an economic standpoint, and the result has been devastating to many of the country’s citizens. South Sudan has also recently broken-off from the rest of the country, taking with it vast oil reserves. <a href="http://money.cnn.com/gallery/news/economy/2012/08/07/worlds-worst-economies/">CNN reports that</a> Sudan’s GDP was expected to contract by a fair amount due to South Sudan’s departure.</div>

The country’s government is listed as a federal republic, which is ruled by the National Congress Party,<a href="https://www.cia.gov/library/publications/the-world-factbook/geos/su.html">according to the CIA</a>. The NCP came to power after a coup d’etat in 1989, and has not been able to successfully repair the nation’s issues. As a result of the prolonged instability, Sudan’s GDP has tanked since spiking in 2006, much of which has to do with the situation in South Sudan.</div>

64.5% of Sudan’s citizens live under the poverty line, <a href="http://data.worldbank.org/country/sudan">by The World Bank’s calculations</a>. The nation’s GDP stands at $66.55 billion as well. Both of these statistics would likely see improvement if not for some of the draconian and growth-inhibiting policies of the NCP. Also, if Sudan can find a way to rid itself of some of its corrupt officials, many violent conflicts could possibly see resolution as well.</div>

There is little doubt in anyone’s mind that the country is immensely corrupt, having been effectively run into the ground over the past half-century by Kim Jong Sun, Kim Jong Il and now Kim Jung Un, all of whom the country’s citizens affectionately have referred to as ‘Supreme Leader’. <a href="https://www.cia.gov/library/publications/the-world-factbook/geos/kn.html">The CIA lists</a> North Korea’s government as a ‘communist state one-man dictatorship’, with an estimated GDP of $28 billion as of 2009.</div>

Notorious for having very little electricity and sending its citizens to prison camps, North Korea’s government and economy are effectively shrouded in mystery. While it does receive aid from countries like China, North Korea obviously has had problems producing enough fuel and food to properly care for its citizens. Military spending far outweighs spending on social programs and aid, mostly to put on appearances for the rest of the world in their famous outbursts of saber-rattling, and to keep citizens in line.</div>

The country’s major issues can be traced back to a number of natural disasters and the collapse of the Soviet Union, as the land, people and equipment have all been ‘worn out’ over the years, <a href="http://edition.cnn.com/2013/04/09/business/north-korea-economy-explainer/">according to a CNN report</a>. With little hope for change in the near future, North Korea is destined to remain one of the planet’s most corrupt and destitute nations.</div>

The country has become infamous in the United States as being the setting for the Blackhawk Down incident, as well as the country’s pirates who are known to take over passing ships in the Gulf of Aden and Indian Ocean. The country is barely held together by an incredibly loose central government, and is more accurately being run by a number of competing clans and warlords, creating lots of hostility and division.</div>

Life in Somalia is notoriously tough. On the economic front, many people make a living from raising livestock or farming, and others from fishing. Of course, with things remaining such a mess at the top of the power structure, any long-term planning for social programs and infrastructure is difficult. <a href="http://data.worldbank.org/country/somalia">According to The World Bank</a>, only 29% of the country’s population has been enrolled in school, and life expectancy is only 55 years. Both of these numbers rank well-below most other countries, and provide some insight into the internal strife the country is experiencing.</div>

Beyond these things, information on the inner workings of Somalia’s government and its economic system are scarce. That alone is rather telling, as corrupt officials may not want outsiders seeing the true picture of what’s going on inside the country’s borders.</div>

The economic system of the U.S. - although often portrayed as ‘free-market’ - does not quite live up to that description, in many cases. A quick look at the telecom or energy industry shows that many monopolistic forces are at play, and big money oftentimes can get laws rewritten to preserve power and influence. Pressure from <a href="http://www.cheatsheet.com/business/these-20-special-interest-groups-are-flooding-congress-with-cash.html/?a=viewall">big business and labor groups</a> is a major factor in why America is the only major world power without a nationalized healthcare system, and why there has been enormous growth in inequality, particularly as of late.</div>

There are definitely many issues the United States needs to work out - from the financial system to elections - but with the status quo firmly set in place, there isn’t much indication that citizens should expect big-time change in the near-term.</div>

Emirates, SA Tourism Sign Agreement to Explore Joint Marketing Activities

The MoA was signed by Thulani Nzima, South African Tourism Chief Executive Officer, and Orhan Abbas, Emirates Senior Vice President, Commercial Operations for Latin America, Southern and Central Africa; on the side lines of the Arabian Travel Market 2015, currently being held in Dubai. The South African Minister of Tourism, His Honourable Mr Derek Hanekom, who is attending the travel market was also present at the signing ceremony.</div>

The Agreement extends until 31 May 2016, and provides a framework under which Emirates and South African Tourism will work together and explore various marketing initiatives aimed at promoting South Africa in various regions in the Middle East which will be identified by the two parties.</div>

“In Emirates we have found a like-minded partner with the willingness to work together in growing the number of visitors to South Africa. <b>The Day of Reckoning may be here for the ex-MD of the Nigerian Security Printing and Minting Company (NSPM), Mr Emmanuel Okoyomon, as Justice E. S Chukwu of the Federal High Court sitting in Maitama, Abuja, on Monday ordered his extradition to the United Kingdom to face charges of corruption and money laundering.</b></div>

Mr. Okoyomon’s extradition was sought by the UK government over his alleged role in the bribery allegation involving officials of Central Bank of Nigeria, CBN, the Nigerian Security Printing and Minting Company, NSPM and Securency International Pty of Australia between 2006 and 2008.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
Arguing the matter, Alex Izinyon, SAN, counsel to the accused, had challenged the jurisdiction of the court to entertain and determine the matter saying that there is no extradition treaty between Nigeria and the United Kingdom.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
According to him, Nigeria is not a party to the 1931 Extradition Treaty between Nigeria and United States of America.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
Mr. Izinyon further argued that, the London Scheme for extradition within the Commonwealth, 2002, does not apply in Nigeria.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
He urged the court to dismiss the extradition application.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
However, M.S Hassan, who represented the Attorney General of the Federation, Mohammed Bello Adoke, countered Mr. Izinyon’s submission.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
He explained that the 1931 treaty became applicable to Nigeria in 1935 and was never repealed by any enactment, stressing that schedule 2 under Extradition law provides that, “the law shall apply to all Commonwealth Nations”</div>

<div style="text-align: justify;">
Ruling on the matter today, Justice Chukwu ordered that the accused, Mr. Okoyomon, be extradited within 30 days from the date of the ruling to face trial in the United Kingdom while being remanded in prison custody pending his extradition.</div>

Following the October 1, 2009 launch of the polymer bank notes in Nigeria, which saw the ₦5, ₦10 and ₦50 notes remade in polymer material as against the original paper version, a scandal broke that CBN and NSPM officials received bribes to effect the switch to polymer.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
<b>NEXT</b>, the now rested Nigerian newspaper, had reported extensively how Securency Pty, a bank note printing company owned by the Reserve Bank of Australia (RBA), engaged in a series of bribery schemes to secure polymer note printing jobs.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
According to the paper, as well as an Australian newspaper, <b>The Age</b>, at least ₦750 million was paid in bribes to some Nigerian officials between 2006 and 2008 to secure the contract which saw to the initial supply of about 1.9 billion pieces of polymer substrates on which bank notes were printed.</div>

<div style="text-align: justify;">
Subsequently, several international investigations over the activities of the bank note company led to the arrest, prosecution as well as sack of several top management staff of the RBA and its sister company, Securency Pty.</div>

In its own investigation, Nigeria’s anti-corruption agency, the EFCC interrogated several officials of the CBN and NSPM.</div>

But while no official of the Central Bank has so far been indicted, the commission has been in court with Mr. Okoyomon, over the request to extradite him to the United Kingdom to face prosecution over some findings related to the allegations.</div>

The U.K. had sought the extradition of Mr. Okoyomon over his alleged role in the bribery scheme allegedly executed between 2006 and 2008.</div>

And to teach the innocent boy the lesson of his life, his mother-from-hell took him all the way from Ojuelegba in Lagos and abandoned him at a fuel station in Agbado-Ijaiye also in Lagos.</div>

<span style="font-family: '';">A nine-year-old boy, identified only as Kingsley, was on Thursday abandoned at a filling station at Adetola bus stop on Ijaiye Road, Agbado, Lagos State, by his mother.</span></div>

It was learnt that the mother, Blessing, allegedly tortured him for greeting a neighbour.</div>

She was said to have brought the boy from Ojuelegba, where they live and dumped him at the station around 7am.</div>

PUNCH Metro gathered that Blessing left the area after telling the child that she wanted to buy some items at a nearby shop.</div>

Some Good Samaritans, however, later bought food for the kid before he was taken to the Ijaiye Police Station around 11am.</div>

“Mummy beat me because I greeted our neighbour. She and the neighbour are quarrelling and she warned me not to greet her. She beat me with a stick when she saw me with the woman,” Kingsley said.</div>

The primary two pupil said he had been a victim of malnutrition and abuse since her parents divorced each other.</div>

“My mother and I moved to Lagos from Calabar (Cross River State) after she divorced my daddy.</div>

“I live in Ojuelegba with her and my stepfather, Jonathan. She beats me every day.</div>

“She will give me lashes for not waking up early to do domestic chores. At times, she won’t give me food to punish me.”</div>

An employee of the filling station, who gave his name only as Deji, lamented Kingsley’s situation. He said the mother would be attacked by an angry mob if she came back.</div>

“I don’t know what the world is turning to. When some families are still praying to have children, a mother is maltreating her own to the point of dumping him. What could he have done to warrant being treated in such a heartless manner?</div>

“This place was crowded in the morning and we did not know when she dumped him. He was sitting in a tricycle when I approached him. Some angry youths just left here. They would have given his mother the beating of her life if she had come back.”</div>

A Good Samaritan, who did not want his name in print, said he saw the boy sitting helplessly in a corner in the filling station.</div>

The Supervisor of the filling station, Adeola Olufunwa, said she was nearly detained at the station on the matter.</div>

It is impunity. I started trying to understand Nigeria in terms of impunity, what produces it, why it is endured, justified, tolerated, and rationalized by so many. But now I see that impunity no longer adequately explains Nigeria.</div>

What the guilty need in Nigeria now is institutionalization for this is sickness. Once they have confessed to the billions and hundreds of billions stolen, you institutionalize them and begin emergency psychiatric treatment.</div>
