<b>ABUJA, NIGERIA - The former National Security Adviser to the President, Colonel Sambo Dasuki (rtd), has condemned an insinuation that the Department of State Security (DSS) operatives invaded his residence last week because he was being investigated over an alleged involvement in Boko Haram attacks.</b></div>

<div style="text-align: justify;">
An associate of the former NSA who visited <i>Daily Trust'</i>s<i> o</i>ffice to lodge a complaint over the report which appeared in <b><i>Daily Trust </i></b>yesterday stated that Col. Dasuki was worried about the insinuation when "all his life as NSA he was committed to the safety and security of lives of Nigerians, not just the people of the North East."</div>

<div style="text-align: justify;">
The associate said the former NSA was very bitter about the report considering the fact the Col. Dasuki is a northerner, a Nigerian and a Muslim, hence it would be unthinkable that he would be involved in a scheme that led to death and misery in the North-East.</div>

<div style="text-align: justify;">
According to the associate, "Col. Dasuki cannot comprehend the motive behind the allegation. We don’t play politics with the security of lives and property. The media should be wary of those who use its platform for mischief."</div>

<div style="text-align: justify;">
He itemised some of the programmes that Col Dasuki spearheaded to ensure there is security in the country to include, the soft approach to counter-terrorism, where repentant terrorists and victims are rehabilitated. </div>

<div style="text-align: justify;">
"He also ensured that the 22 Local Government Areas in the North-East which were under Boko Haram control were liberated completely; Sambisa forest, Gwoza, Baga and Bama were also freed; cattle rustlers were sent packing from the North-West; and some intelligence steps were taken through collaboration with neighbouring countries and other nationals in containing the excesses of the terrorists."</div>

The associate said the former NSA put in place a system that utilised "ways and means" to counter the insurgency.</div>

It would be recalled that operatives of the DSS held Col. Dasuki under house arrest on Thursday and left his residence late Friday after seizing the former NSA's travelling documents.</div>

<b>ABUJA, NIGERIA - On 16th July, 2015, about 1650 hours, based on credible intelligence linking the immediate past NSA, Mohammed Sambo DASUKI (Col Rtd) with alleged plans to commit treasonable felony against the Nigerian State, operatives of the Department of State Services (DSS) conducted a search on the PROPERTIES belonging to the former NSA, Mohammed Sambo DASUKI (Col Rtd).</b></div>

The properties are on Nos. 13, John Khadya Street, Nos. 46, Nelson Mandela Street, both at Asokoro, Abuja, and Nos. 3 Sabon Birni Road, Gwiwa Area, Sokoto, Sokoto State.</div>

<div style="text-align: justify;">
The search operations was planned to be simultaneously conducted, but DASUKI, refused the operatives entry into his main residence located at No. 13 John Khadya Street, Asokoro, despite being presented with a genuine and duly signed search warrant. CONSEQUENTLY, what was to last not more than two (2) hours, lasted more than ten (10) hours, up till the early hours of 17th July, 2015.</div>

Indeed if not for the sense of maturity and professionalism of the officers and men assigned this task and the very good understanding and timely intervention of the new Chief of Army Staff, Tsukur Y. BURATAI (Maj Gen), there would have been a clash between the Army operatives guarding the house and Service operatives, as SAMBO directed the soldiers on duty not to allow any movement into his house, despite the subsisting court order. SAMBO thereafter raised a false alarm to the military authorities to come to his aid as he failed to correctly tell the military that his property was about to be legitimately searched.</div>

Gentlemen, please recall that SAMBO retired from the Army as a Colonel, and therefore not entitled to have military guards, if not for the fact he was NSA. Even as NSA, such guards should have been withdrawn after his removal as NSA since he would not have been entitled.</div>

The search was thoroughly conducted, and several items recovered, among which were some incriminating items. These include seven (7) high caliber rifles, (high assault weapons), several magazines and military related GEARS. The team also recovered twelve (12) new vehicles, out of which five (5) were bullet proofs. These vehicles which are all exotic vehicles were retrieved from SAMBO’s residence having failed to produce evidence of ownership. For instance, what could he be doing with five (5) bullet proof cars as a retired NSA?.</div>

These cars which from all available evidence were purchased with tax payers MONEY, were being kept for possible sinister enterprise. The Service would want to state categorically that this search operation is not a witch hunt.</div>

The Service decided to move at this time in line with current Management resolve to be proactive and pre-empt individuals with penchant for impunity and lawlessness from putting back the nation to the dark days. The Service is also aware that the lethal arms and the vehicles recovered were not reflected in SAMBO’s handover notes or what could a former NSA be doing with destructive weapons and bullet proof cars which put together could disrupt the peace of any city in Nigeria for a while.</div>

On the search of his three (3) PROPERTIES, including the Sokoto residence, the Service is aware that in his capacity and given his antecedents, he might decide to use any of his residences for such diabolical plans, rather than his main residence. Gentlemen of the press, the Service Management would want to assure members of the public that it would not trample on the freedom of individuals or groups as guaranteed by the Nigerian Constitution and emphasized by the current administration’s position on transparency, and probity underlined by justice and equity for all Nigerians.</div>

This is the driving force for all DSS operations. However, the Service would not hesitate to go after any person or group of persons, no matter how highly placed once such individual (s) breach or attempt to breach the laws of the Federation. The days for impunity and indecisiveness in the face of unpatriotic acts by individuals operating against the State are OVER.</div>

The Service hereby appeal to all Nigerians to be law abiding and partner with it in ensuring a peaceful and secured nation. In the same vein, those that are bent on breaking the rules governing our peaceful co-existence due to either the huge ill gotten wealth they have acquired or imaginary hold they think they have on our nation’s survival, are being warned to rethink. The DSS will use all constitutional means as defined by its mandate to deal decisively with such unpatriotic individuals.</div>

A source at the DSS says Mr. Obuah's detention was as a result of an investigation that implicated him in aiding oil bunkering.</div>

Family sources said Mr. Obuah has been detained since Thursday, July 16 days after he was asked to be reporting daily to Yellow House, the DSS Headquarters in Abuja.</div>

A representative of Mr. Obua's family said since his detention, Mr. Obuah has been kept in solitary confinement and denied access to family members, medical care and his lawyers.</div>

<b>ABUJA, NIGERIA - Personnel of the State Security Service [SSS] are currently laying siege on the private residence of the immediate past National Security Adviser, Sambo Dasuki, in Asokoro district of Abuja.</b></div>

A source familiar with the matter told <i><a href="http://www.premiumtimesng.com/news/top-news/186814-breaking-sss-operatives-surround-ex-nsa-sambo-dasukis-houses.html">PREMIUM TIMES</a> </i>that the operatives, led by one Mohammed, arrived Mr. Dasuki's residence at about 6:40 pm in four Hilux vans and asked all the soldiers on guard to stay away.</div>

They said they were at the property to see the former NSA for official reasons.</div>

Another source in Sokoto said another set of SSS operatives are presently carrying out a similar siege on Mr. Dasuki's family House, owned by his father, a former Sultan of Sokoto, Ibrahim Dasuki, in Sokoto metropolis.</div>

"They have descended on his father's compound in Sokoto  and have so far searched the whole house including a large container that has been in the compound for many years," the source said of the Sokoto home.</div>

He also said the operatives have locked all occupants of the house inside and are not allowing anyone in or out of the building.</div>

Our Abuja source said the SSS operatives are still outside the residence of Mr. Dasuki insisting on seeing him and threatening to force their way in.</div>

"He has refused to let them in and right now they are threatening to force themselves in," he said.</div>

It is not clear what the former NSA's offences are. The SSS could not be reached for comments at this time.</div>

But a former aide to the retired colonel said his boss was never invited by anyone to answer any questions they may have.</div>

Mr. Dasuki was relieved of his appointment as NSA this week by President Muhammadu Buhari. He was appointed NSA by former President Goodluck Jonathan on June 22, 2012 to succeed, Andrew Azazi, who died in a helicopter crash in Bayelsa state.</div>

<b>ABUJA, NIGERIA - Newly appointed Director General of the Department of State Security (DSS), Lawal Musa Daura, has demoted Marilyn Ogar, the agency’s former spokesperson, via a memo.</b></div>

<div style="text-align: justify;">
Apart from demoting Ms. Ogar, the acting DSS director general also directed the demotion of numerous other officers of the agency who were just promoted in March in what was seen as a politically motivated exercise.</div>

<div style="text-align: justify;">
Ms. Ogar was seen as a controversial official of the DSS who often made statements that were deemed partisan. Her promotion was viewed as a reward for doing dirty political jobs for former President Goodluck Jonathan and members of the Peoples Democratic Party (PDP).</div>

Promotions of officers in the DSS are usually done at the end of each year, but Ms. Ogar and 44 others were promoted last March. Even so, their promotion was not made public until May.</div>

<b><a href="http://saharareporters.com/2015/07/04/dss-director-demotes-marilyn-ogar-others-promoted-past-administration">SaharaReporters</a></b> learned that Ms. Ogar is currently on vacation, and is reportedly visiting her children resident in the US. In addition to her premature promotion, Ms. Ogar was also offered a generous scholarship to do a PhD in the UK, according to one source at the agency.</div>

Mr. Daura also fired Abdulrahman Mani, the Chief Security Officer to President Muhammadu Buhari and immediately replaced him with Bashir Abubakar, an Assistant Director in the Bayelsa State command of the DSS.</div>

<b>ABUJA, NIGERIA - President Muhammadu Buhari on Saturday fired his Chief Security Officer, Abdulrahman Mani, and requested the State Security Service (SSS) to redeploy him out of the presidential villa, sources in the presidential villa and the State Security Service said.</b></div>

The presidency has yet to officially announce the development, but it was learnt that Mr. Mani has since been replaced by Bashir Abubakar, who, until his appointment was an Assistant Director in the Bayelsa State Command of the SSS.</div>

<div style="text-align: justify;">
Mr. Mani has in turn been redeployed to the Ebonyi State command of the SSS, sources said.</div>

The Special Adviser to the President on Media and Publicity, Femi Adesina, directed all enquiries on the matter to the State Security Service.</div>

Sources familiar with the matter, however, said that the president ordered Mr. Mani removed following repeated complaints that he was blocking people with genuine appointments from having access to the President.</div>

<i>PREMIUM TIMES</i> learnt that Mr. Mani first angered Mr. Buhari when he engaged the president's aide-de-camp, Mohammed Abubakar, in what appeared a power struggle.</div>

Mr. Abubakar, a Lieutenant Colonel, had issued a memo ordering personnel of the State Security Service out of inner Aso Rock and restricting them to guarding the "outer perimeter" of the presidential villa, saying personnel of the Armed Forces and the police, trained as Presidential Body Guards (PBGs), are to "provide close/immediate protection for Mr. President henceforth".</div>

Lt. Col. Abubakar said SSS operatives should steer clear of areas such as "Admin Reception, Service Chiefs Gate, Residence Reception, Rear Resident, Resident Gate, Office Reception, C-in-C Control Office, ACADE Gate, C-in-C Control Gate and Panama".</div>

"However, the personnel of the DSS in conjunction with other security forces are to man other duty beats/locations located within the immediate outer perimeter of the Presidential Villa", he said, without providing reasons for the action.</div>

But in a June 26 response to Lt. Col. Abubakar, Mr. Mani, rejected the directive and gave a counter order asking his colleagues to disregard the spirit, intent and content of Col. Abubakar's circular.</div>

Mr. Mani, who pointedly accused the ADC of grandstanding, overzealousness, limited knowledge and outright display of ignorance, insisted that Lt. Col. Abubakar's circular "grossly misrepresents" President Buhari's directive.</div>

He however did not say what the President's exact directive is.</div>

Mr. Mani, a personnel of the SSS himself, continued: "Though further actions have been initiated in this regard, including routine redeployment of close body guards out of the villa, and deployment of new ones, it is important to state that the duties hitherto performed by the personnel of the DSS (SSS) in the Presidential Villa and/or any other Key Vulnerable Points (KVPs) are backed by relevant Statutes and Gazetted Instruments of the Federal Republic of Nigeria.</div>

"Among others, these roles include close body protection of the President in line with standard operational procedures and international best practices.</div>

He added: "For the avoidance of doubt, Section 2 (1) (ii) of Instrument No. SSS 1 of 23rd May, 1999, made pursuant to Section 6 of the National Security Agencies (NSA) decree of 1986 which has been re-enacted as Section 6 of NSA Act CAP N74 LFN 2004, empowers personnel of the DSS to provide protective security for designated principal government functionaries including, but not limited to the President and Vice President as well as members of their immediate families.</div>

"It also mandates the DSS to provide protective security for sensitive installations such as the Presidential Villa and visiting foreign dignitaries. For this reason, personnel of the DSS who are on this schedule are carefully selected and properly trained both locally and abroad. Furthermore, continued background checks are maintained on them to confirm suitability and loyalty.</div>

"In fact, the issues raised in the aforementioned circular tend to suggest that the author may have ventured into a not-too-familiar terrain. The extant practice, the world over, is that VIP protection, which is a specialised field, is usually handled by the Secret Service, under whatever nomenclature. They usually constitute the inner core security ring around every principal. The police and the military by training and mandate, are often required to provide secondary and tertiary cordons around venues and routes.</div>

"However, all over other security agencies including the army, the police and others have their roles to play. It is on this note that heads of all security agencies currently in the Presidential Villa and their subordinates are enjoined to key into the existing command and control structure. They are to work in harmony with each other in full and strict compliance with the demands of their statutory prescribed responsibilities.</div>
