<b>An All Progressives Congress (APC) senator-elect, Shehu Sani, has warned the party of the danger posed by the delay in adopting a zoning formula for the office the Senate President and the Speaker of the House of Representatives, warning that the Peoples Democratic Party (PDP) might hijack the process to its advantage.</b></div>

The APC, which will form the majority in both the Senate and the House of Representatives, is yet to zone the positions of the Senate President and the Speaker of the House as well as their deputies, barely three weeks to the inauguration of the 5th session of the National Assembly.</div>

<div style="text-align: justify;">
There are however speculations that the party might zone the Senate Presidency to either the North Central or North East zones while the office of the Speaker might go to the South West.</div>
<div style="text-align: justify;">

Consequently, a former Governor of Kwara State, Bukola Saraki, and a former Governor of Benue State, George Akume, as well as Ahmed Lawan from Yobe State are campaigning for the position.</div>

All three are ranking senators of the All Progressives Congress.</div>
<div style="text-align: justify;">

There is no elected APC senator from the South-East and South-South zones although the party's national chairman hails from the latter.</div>

The president-elect, Muhammadu Buhari, is from the North West while his deputy hails from the South West.</div>

Mr. Sani, who will represent Kaduna Central Senatorial District, said the failure of the party to determine which zone should produce the presiding officers is not only giving the PDP confidence that it could negotiate for anything, but has also divided the APC senators, both serving and incoming.</div>

He said: “There are three consequences of this delay. First, it has divided the APC senators and members of the House of Representatives into different camps. This is dangerous because the implication is that we may have a divided house.</div>

“Secondly, it is building acrimony, discontent and suspicion among the APC members and as a result the interest of the party is becoming secondary.</div>

“Thirdly, the PDP is using this division to extract commitment from the contestants. That is to say if they back a candidate and if the candidate wins they will get what under normal circumstance they don't deserve.”</div>

Mr. Sani said the race for the National Assembly seat is being influenced by some external forces in readiness for the 2019 general elections, stressing “what you see now is the voice of Jacob and the hand of Esau.”</div>

He stated that some of the candidates are already making claims of being backed by some top party leaders, including that of Mr. Buhari.</div>

He however expressed joy that the statement by the president-elect in which he said he was ready to work with anybody elected as the presiding officer of any of the chambers had put to rest speculations that he (Buhari) was backing a particular candidate for the Senate Presidency.</div>

He added: “I think the problem with the selection of the leadership of the National Assembly is the problem of politics of 2019. There are forces outside the Senate that are interested in the leadership that will control the Senate for their own interest.</div>

“The division within the APC and the refusal of APC to be categorical on zoning is giving the PDP the confidence to do things and blackmail it.</div>

“APC must put its house in order or else we may end up with a poisonous choice. Somebody has to call the three contestants and sit them down to sort things out.</div>

Mr. Sani explained that although the APC was yet to zone the National Assembly positions, he and some other senators-elect on the party’s platform, attended the meeting convened by Mr. Saraki, on Tuesday night because they were free to associate with anybody.</div>

At the meeting were the chairman of the PDP Governors Forum and senator-elect from Akwa Ibom State, Godswill Akpabio, and the other two senators from the state, Bassey Albert and Nelson Effiong, Andy Uba from Anambra State, Governor Theodore Orji of Abia State and senator-elect for Abia Central Senatorial District and Shehu Sani from Kaduna Central Senatorial District.</div>

“For now since the party has not zoned it, it means that any senator is free to attend any meeting or multiple meetings,” he said.</div>

“If the party makes its position known, there are people who will naturally step down from the race. A lot of heat is being built by the contestants. The APC in the National Assembly is divided. Once the party makes its position known the activities will be gravitated towards the zone.”</div>

Meanwhile, the National Chairman, John Oyegun, said there was nothing to worry about the delay in making official pronouncement on the zoning formula for the National Assembly position.</div>

<b>Gov. Seriake Dickson of Bayelsa on Thursday denied that he was planning to leave the Peoples Democratic Party (PDP) for the All Progressives Congress (APC).</b></div>

Mr. Dickson was responding to Wednesday's defection comment by the outgoing Senator representing Bayelsa-East Senatorial District, Clever Ikisikpo, who claimed that the Governor will soon join APC.</div>

The lawmaker, while announcing his defection from the PDP, alongside other lawmakers from Bayelsa at the APC national secretariat on Wednesday, said Mr. Dickson will soon defect to the APC.</div>

Mr. Dickson described Mr. Ikisikpo's claim as uncharitable.</div>

In a statement issued on Thursday in Yenagoa by the his spokesperson, Daniel Iworiso-Markson, the Governor berated Mr. Ikisikpo for his comments.</div>

Mr. Dickson said the comments were made out of frustration.</div>

"Ikisikpo wants to dignify his perfidy and rope Governor Dickson into his dubious defection scheme," the statement said.</div>

"A man who rose from relative obscurity through the platform of the PDP from 1999 as House of Assembly member and later to the National Assembly. And serving as a two term member of the green chambers and from there rose on the shoulders of President Goodluck Jonathan to the Senate.</div>

Mr. Oyegun said the party would merely guide the Senators and the House of Representatives on where to choose their leaders from, but would not be involved in the process of who deciding who becomes what.</div>

Mr. Buhari had in a statement on Wednesday, said he was ready to work with anybody who emerges as the Senate President or the Speaker of the House of Representatives.</div>

The remarks fuelled speculations the party may be discarding the zoning principle, to allow the lawmakers choose from any part of the country.</div>

"What General Muhammadu Buhari said does not contradict our position on the zoning of the offices," Mr. Oyegun told <i><b>PREMIUM TIMES</b></i> in a telephone interview Thursday.</div>

"What is certain is that members of the Senate and the House of Representations are the only one who can choose their leaders. We are going to advise them on where they will choose their leaders for obvious reasons. Then it is for them to choose their leaders.</div>

"The party cannot name people for them, but for the sake of balancing we will advise them on where they should choose their leaders."</div>

Speaking against the background of Kano State Governor and Senator-elect, Rabiu Kwankwanso's expressed fear that APC may lose the leadership of the National Assembly to the Peoples Democratic Party (APC) as it continues to dilly-dally over the subject, Mr. Oyegun said that it would be impossible for PDP take over the legislative arm of government.</div>

"As of now, I am telling you officially that we (APC) have no position on zoning," Mr. Mohammed said.</div>

Speaking with Journalists yesterday in Abuja, PDP Deputy National Chairman, Prince Uche Secondus who was apparently responding to General Buhari’s comment when some stakeholders and traditional rulers from Rivers State visited him Wednesday, said that as the President-elect, he should comment as a father on issues that may be brought before him, rather than take sides especially on issues awaiting adjudication and before a panel of inquiry or the judiciary.</div>

According to PDP, Buhari should endeavour to deal with such issues with passion of a father to all irrespective of party affiliation, adding that such utterances do not portray him as an elder statesman.</div>

Secondus said: "the utterances of the President-elect when he received a delegation of some traditional rules from Rivers State do not portray him as a statesman. He is the president-elect and indeed the father of all. He should exercise caution and restraints in some issues, especially when such issues are still in court.</div>

<b>Hundreds of graduate trainees under the Small and Medium Enterprises Development Agency of Nigeria (SMEDAN) in Kaduna on Thursday held the State Governor, Mukhtar Yero, hostage over unpaid five-month allowances.</b></div>

Although the target of the protest, <i><b>The PUNCH</b></i> correspondent gathered, was Yero, who narrowly escaped the anger of the placard-carrying youths. The youths besieged the venue of the inauguration event of the distribution of cheques to benefiaciaries of the ₦1 billion partnership fund between the state government and Bank of Industry (BoI).</div>

The governor was represented by his Deputy, Nuhu Bajoga, at the event.</div>

At about 1.25pm, the aggrieved trainee graduates forced themselves into the main hall where they expected to see the governor himself but were disappointed that the deputy represented him.</div>

Not done, the youths opted to disrupt the speech of the Deputy Governor.</div>
<div style="text-align: justify;">

As the written speech of the governor was read by the deputy, the protesting youths shouted him down.</div>

They chanted solidarity songs, “What we are saying, give us our money!” to distract the listening guests.</div>

According to him, a delegation of the committee members, involved in the preparation of the policy documents, was sent to present the reports to the President-elect.</div>

The study, he added, was commissioned four months ago “so that the outcome will be made available to the incoming administration after the elections.”</div>

I left on the grounds of principle. I saw that the direction wasn’t the direction to serve the people and if there is anything, the trend of event has justified why I left. I had to leave because I cannot work under such a situation.</div>

<div style="text-align: justify;">
No amount of monetary inducement can justify why I had to leave my young family to come down to work. If I had projects I was doing that relate with the people; if I brought my children down, I’d be able to justify why I left when I was not with them and they will know their dad is a responsible person. So, I saw a different approach and I cannot in all fairness go along with my conscience. That was why I said I resigned on principle and at the appropriate time, I will go into details. It is not easy but you can see the trend of events.</div>

When you have principle, it is better you die on principle so that it would be said this man died on principle. If it is earning salary and all that, I will still be in Anambra perhaps but it is not that easy. Principle comes at a price. At a stage, my life was in danger. I was threatened and I made a report to my governor; he ignored it. A situation where my life was threatened over certain principle stands on issues, I decided I had to leave because it was no longer a project worth sacrificing your life for.</div>

<b>How realisable is the Igbo presidency in the foreseeable future?</b></div>

Our permutation and projection is this, the election has exposed the underbellies of Igbo leadership and the cause for re-thinking. Where hustlers parade themselves as Igbo leaders is a tragedy for us. So, we are trying to start a new thing so that our people will see beyond porridges and have principle stand and I give you one instance. Mr. Peter Obi was in a position – I can authoritatively say that, to do the same thing Senator Bola Tinubu did in the South-west. That is the difference between vision and porridge.</div>

<div style="text-align: justify;">
When you see leadership, it comes with sacrifice and you must be focused on it. These things Asiwaju is doing, they were not a one-day thing but people have seen what he has done now. Everybody is toasting him now, even those who never believed in his principle and never cherished what he was doing. We had the opportunity to do the same thing in the South-east – that was part of why I left. When you control the five block states, it becomes a block and you’ll be able to negotiate with other power blocks. That is how it is done!</div>

In any event, GMB came to our people how many times? They disappointed him. Yes they did, except Chuba of blessed memory, who stood by him. Emezioke ended up trading his son for position. He reached out to our people but they never appreciated him. Now, my people have been calling me, but what are they calling for? To see how they can come in, collect and move on.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
That is not life! What we need is a total change. It will get worse before our people realise and we believe we are on the ground now. They have seen the folly of their actions. Even in investment. You are always told to disperse your assets so that you edge. Even our son, Dr. Alex Ekwueme who was founder of G-6, to G-12, to G-18 and to G-34 - where is he today in the scheme of things?</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
Is it not enough for someone who has conscience to say please, enough is enough? Don’t treat us this way. We need to organise together to get the power block for Igbo presidency, but it requires hard work – coming together first and foremost so that you can speak with one voice and have credible leaders.</div>

<div style="text-align: justify;">
We are already in the process of that. The election that threw up GMB, has already started a revolution in Igbo land because it’s either they go to sleep or we force them to see so that we can follow the appropriate channel and key into the project.</div>

Part of what we told our people, when we were selling the APC was that the party is a national party and it has shown in the election by spread. Per chance, if GMB runs eight years by rotation power comes down to South. And if you have a power block, the natural thing will be that South-west and South-south have had shots, so you tradeoff with the two other power structures to say, 'please can we have a shot too?' That is how it is done. It is concession! Nobody freely gives you, but you must have shown strength so that the other will be able to listen to you. But when we are not organised and speak with one voice, who would you speak with and who do you form alliances with?</div>

So, if I’m found suitable in any position, I will contribute positively and that is the way it should be because the key thing is that he needs capable hands to drive the process to deliver democracy dividends.</div>

The foundation said that it had fired Welsh following shocking reports that she plotted to help some Lebanese businessmen to launder millions of dollars.</div>

A new video obtained by an online medium suggested that Ms. Welsh “operated a well-oiled money-laundering scheme for many years.”</div>

In the video, which the news website said was discreetly shot by one of the participants at a meeting in the United Kingdom in December 2014, Ms. Welsh was seen negotiating a $4.9 million money-laundering scheme that would have seen her pocket about $1 million.</div>

She was seen exploiting the Ebola Virus Disease tragedy in West Africa to help a group of “Lebanese businessmen” who wished to donate money to the Obasanjo Foundation for some work in Sierra Leone.</div>

The group, the video indicates, explained that it would make the donation on one condition: Obasanjo Foundation would get $2 million, as long as it helps launder the balance of $2.9 million.</div>

However, when contacted, the Founder/Chairman of the foundation, Olusegun Obasanjo, said he, other trustees of the organisation as well as staff of the foundation were deeply saddened and disturbed by the allegations against Ms. Welsh.</div>

“Accordingly, the Board of Trustees has asked her to immediately resign, and she has done so”, Obasanjo explained.</div>

Speaking further, Obasanjo said the foundation has launched a full-scale investigation into the allegations and has already reported the matter to the London Metropolitan Police and the UK Charity Commission for a thorough probe.</div>

“We have asked the two authorities to investigate the matter exhaustively,” he added.</div>
<div style="text-align: justify;">

The former President also said his foundation had already contacted personalities mentioned or photographed with Ms. Welsh in the publication that revealed the deal as well as other dignitaries and partners to inform them “she has now become a persona non grata with the foundation and its Chairman/Founder.”</div>

He however explained that Ms. Welsh had ceased to be chief executive officer of the Foundation in December 2014 when she reportedly met the Lebanese businessmen to strike the alleged money laundering deal.</div>

“The CEO of the Foundation at that time was Franklin Lisk,” the former President said.</div>

Mr. Obasanjo said he would travel to London to make more enquiry about the matter and that his Foundation would soon release a formal statement on the development.</div>

“I can never associate myself with anything that has to do with money laundering and corruption, and this is a very disturbing development for us all,” he declared.</div>

According to information on the UK Charity Commission’s website, the Olusegun Obasanjo Foundation was granted charity status by the Charity Commission of England and Wales on September 24, 2012 with the vision of advancing human security in Africa.</div>

Lamido said, “You must fulfill your promises, because there was no condition given on how to do it. Whether the economy is favourable or not, do not give us any excuse.</div>

“We will not tolerate any excuses because when you were asking for votes and making promises, there were no conditions given.</div>

Niger State Governor, Dr. Babangida Aliyu, who hosted Lamido, joined the Jigawa State governor to berate the Adamu Mu'azu-led National Working Committee of the PDP, saying Mu'azu must resign and accept responsibility for leading the party to what they described as a “disastrous defeat” in the general elections.</div>

Aliyu said: “How could you lead a party to a disastrous defeat and you are still thinking of some ideas. And it is now you, asking people or blaming people that you have not been given a chance and that the money of the campaign was not with you.</div>

“Why didn’t you tell us before the elections? Why do you have to wait until you are defeated? Because you assume that if we had won, you would have taken the credit for the win. So, take the blame for the loss. That’s all we are saying.</div>

“If it is the party’s belief that the leadership be retained, believe me, we will not fight it because the actual change will come in March 2016. That is when we will go to the convention and all PDP members will be there and we will elect new leaders. So, it is even better.”</div>

Speaking on the call for Mu’azu to resign, Lamido said: “It is not time for blame game. It is time to think and reflect on how to reposition the PDP. The party is a party of national interest and unity. We should all accept that we made mistakes and find ways to correct it in the future.”</div>

On the alleged plan to form a new party, the Jigawa State governor, who was the special guest of honour at the bridge inauguration said the two governors would not leave the PDP.</div>

He added, “We have both agreed not to leave the PDP. We <i>dey kampe</i> for PDP, we <i>dey shelenk </i>for PDP.</div>

“PDP has honoured and dignified me, and I am not leaving it for tenants. I and Aliyu are from home background while others are from mere house background. We are well groomed right from our homes and we will not leave the party for anyone.”</div>

Aliyu said: “Sule Lamido, you are not creating any new party. You and your godson will remain in the PDP forever.
