<b>WASHINGTON, USA - The breakfast meeting hosted today (July 20) by American Vice President, Joe Biden, afforded him opportunity to compare notes with his guest, President Muhammadu Buhari on the terror war.</b></div>

America had been beleaguered by terrorists, who launched massive attacks that killed thousands in September 2001, while Nigeria battles the Boko Haram sect causing carnage in the North-eastern part of the country.</div>

<div style="text-align: justify;">
At the meeting, which held at the Naval Observatory, official residence of the American Vice President, Biden shared with his guest what the U.S had learnt from the terror war, counseling that victory cannot come from military option alone.</div>

<div style="text-align: justify;">
Military option must be combined with strong socio-economic support programmes, VP Biden said, promising that the U.S would work with Nigeria in that direction.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
VP Biden assured of the goodwill of the United States in rebuilding the Nigerian economy, but observed that corruption and weak institutions must be tackled, if Nigeria was to benefit from reforms. He added that seasoned technocrats must manage key sectors of the Nigerian economy, and only then would investors be attracted to the country.</div>

The American number 2 man congratulated President Buhari on his victory at the March 2015 elections, adding that it was obvious that the President enjoys the confidence of the Nigerian people.</div>

Responding, President Buhari thanked the U.S for standing by Nigeria in the run up to general elections early this year, noting that the visit of the Secretary of State, John Kerry, was critical as it sent home the message that America would not brook the subversion of the people’s will.</div>

On oil theft, the Nigerian President estimated losses at between 10 and 20 billion dollars, stressing that such income could have been deployed with salutary impact on various spheres of national life like education and healthcare, among others.</div>

<b>This month, the world moved a step closer to the defeat of Boko Haram, the jihadist group that has terrorised hundreds of thousands in the northern states of Nigeria. In one of my first acts since taking office as president six weeks ago, I have replaced the heads of Nigeria’s army, navy and air force. Our new military leadership has not been chosen because of their familiarity with those in government, as was too often the case in the past, but on their track records and qualifications alone.</b></div>

<div style="text-align: justify;">
These new military leaders will be based in Borno State in northern Nigeria, where the headquarters of the armed services has been relocated. This shift of resources and command directly to the front line, in addition to the replacement of the head of the State Security Service, Nigeria’s intelligence organisation, and a new emphasis on working in partnership with our neighbours, has equipped us to take the fight directly to Boko Haram.</div>

<div style="text-align: justify;">
Already we are beginning to see a degrading of Boko Haram’s capabilities as a fighting force. In recent weeks, it appears to have shifted away from confronting the military directly to an increase in attacks on civilian areas, as we saw only last week when an elderly woman and 10-year-old girl blew themselves up at a Muslim prayer gathering in northeastern Nigeria. We should not be confused by this change, hateful as it is: It does not mean that Boko Haram is succeeding in its aims - it shows that it is losing.</div>

<span style="font-family: '';"><i>We seek the support and partnership of the United States in these tasks. The importance of the fight against terrorism and corruption in Nigeria, Africa’s most powerful economy and largest populace, cannot be underestimated. Our allies can provide much-needed military training and intelligence as our soldiers take the war effort to Boko Haram. Similarly, we look to U.S. businesses as well as the Obama administration to help develop governance initiatives that can ensure that Nigeria’s wealth benefits all its people, not just a few. By taking these steps, we will be positioned to benefit from increased investment - particularly in energy and electricity - from the United States.</i></span></blockquote>

While we work to defeat the terrorists, I ask the people of Nigeria and the world for resolve and fortitude. The campaign we will wage will not be easy; it may not be swift. We should expect stages of success and also moments when it may appear that our advances have been checked. But no one should have any doubt as to the strength of our collective will or my commitment to rid this nation of terror and bring back peace and normalcy to all affected areas.</div>

Similarly, my determination should not be underestimated in other matters. This includes instilling good governance and tackling the scourge of corruption that has held Nigeria back for too long.</div>

As I meet with President Obama today - the first time a president of the United States will encounter a Nigerian counterpart following the peaceful transfer of power in a contested election in our history - I will be discussing my plans for critical reforms. So, too, will I discuss why the formation of my administration is taking time and, crucially, why it must. Already there are voices saying these changes are taking too long - even though only six weeks have passed since my inauguration. I hear such calls, but this task cannot and should not be rushed.</div>

<div style="text-align: justify;">
When cabinet ministers are appointed in September, it will be some months after I took the oath of office. It is worth noting that Obama himself did not have his full Cabinet in place for several months after first taking office; the United States did not cease to function in the interim. In Nigeria’s case, it would neither be prudent nor serve the interests of sound government to have made these appointments immediately on my elevation to the presidency; instead, Nigeria must first put new rules of conduct and good governance in place.</div>

<span style="font-family: '';"><i>I was elected on a platform of change. I know this is what the people of Nigeria desire more than anything else. I know they are impatient for action. I realise the world waits to see evidence that my administration will be different from all those that came before. Yet reforming my country after so many years of abuse cannot be achieved overnight. In our campaigns against both Boko Haram and corruption, we should remain steadfast and remember, as it is said: "Have patience. All things become difficult before they become easy."</i></span></blockquote>

<div style="text-align: justify;">
I cannot stress how important it is to ensure that this process is carried out correctly, just as it has been crucial to first install the correct leadership of the military and security services before we fully take the fight to Boko Haram.</div>

<div style="text-align: justify;">
There are too few examples in the history of Nigeria since independence where it can be said that good management and governance were instituted at a national level. This lack of a governance framework has allowed many of those in charge, devoid of any real checks and balances, to plunder. The fact that I now seek Obama’s assistance in locating and returning $150 billion in funds stolen in the past decade and held in foreign bank accounts on behalf of former, corrupt officials is testament to how badly Nigeria has been run. This way of conducting our affairs cannot continue.</div>

<div style="text-align: justify;">
Indeed, the failure of governance, it can be argued, has been as much a factor in Nigeria’s inability thus far to defeat Boko Haram as have been issues with the military campaign itself.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
So the path we must take is simple, even if it is not easy: First, instill rules and good governance; second, install officials who are experienced and capable of managing state agencies and ministries; and third, seek to recover funds stolen under previous regimes so that this money can be invested in Nigeria for the benefit of all of our citizens.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">

<b>MAPUTO, MALAWI - A Malawian traditional leader has taken it upon herself to discourage the prevalence of child marriages within her constituency.</b></div>

Senior Chief Inkosi Kachindamoto annulled over 300 marriages, thereby applying the country's new laws regarding child marriage. In April, President Peter Mutharika signed into a law <a href="http://thisisafrica.me/malawi-bans-child-marriages/">a ban on child marriage</a>, setting the minimum age requirement for marriage in the country at 18.</div>

I have terminated 330 marriages of which 175 were girl-wives and 155 were boy-fathers, I wanted them to go to school and that has worked. </div>

I don't want youthful marriages, they must go to school…no child should be found loitering at home or doing household chores during school time.</div>
</blockquote>
<div style="text-align: justify;">
Malawi has one of the highest incidents of child marriage in the world with 1 in 2 girls getting married before the age of 18. The practice is closely linked to poverty where, in the rural areas, girls are married off to improve their families' financial situations.</div>

<b>LONDON, UK - Scotland Yard has come under fire today after placing an advert demanding that anyone wanting to join as a police officer must be able to speak a second language.</b></div>

The Metropolitan Police wants to bolster the number of officers able to speak and understand 14 languages which are widely used across London.</div>

As part of a month-long trial which started today, new recruits must speak English and one of Yoruba (Nigeria), Hebrew, Arabic, Hindi, Punjabi, Italian, German, Turkish, Greek, Spanish, Polish, Portuguese, Sinhala (Sri Lanka) or Bengali to join as Met Police officers.</div>

But the move has sparked criticism from a former officer and members of the public on Twitter.</div>

Retired Met Police officer Chris Hobbs wrote: "I've kept reading and re-reading it. Can't believe it. What about potential BME (black and minority ethnic) recruits who only speak English."</div>

He added: "Won't this also adversely affect the recruitment of guys and girls from the black community whom we would like 2 [sic] see more of?"</div>

After Commissioner Bernard Hogan-Howe set an ambitious target of having 40 per cent of all officers from Black and Minority Ethnic backgrounds, only 18 per cent met that criteria when the latest intake passed out in March.</div>

According to a report published by the London Assembly Police and Crime Committee in December 2014, before the most recent recruitment campaign, only 11 per cent of officers serving in the Met were from Black, Asian and Minority Ethnic background, compared with approximately 40 per cent of the population of London. The current BME figure in the Met is now 12 per cent.</div>

Members of the public also appeared less than enthusiastic about the new initiative.</div>

Metropolitan Police commissioner Sir Bernard Hogan-Howe said: "We know that almost 300 languages are spoken in the capital. We need to recruit and deploy officers with second languages in areas where those languages are spoken.</div>

"I believe it will help boost confidence, help to solve crime more effectively and support victims and witnesses."</div>

<b>WASHINGTON DC, USA (CNN) - President Barack Obama will welcome Nigeria's new president to the White House Monday in an effort to bolster the fight against Boko Haram and begin a new chapter with Africa's most populous country.</b></div>

The United States is eager to boost its ties with Nigeria now that the former president, Goodluck Jonathan, who was often a source of frustration for Washington, has left office.</div>

<div style="text-align: justify;">
The Obama administration believes that President Muhammadu Buhari can become an ally in cracking down on Boko Haram, whose collaboration with ISIS is helping the spread of radical extremism in West Africa.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
Buhari, a devout Muslim in a country where a majority of residents are Muslim, said during his election that he'd fight aggressively against radical Islam and promised to ramp up the fight against Boko Haram, which has horrified the world with its kidnappings of Nigerian school girls.</div>

<div style="text-align: justify;">
The Obama administration, which had challenged Jonathan to fight terrorism more aggressively, emphasized the effort to combat Boko Haram in its announcement of Buhari's visit.</div>

"President Obama looks forward to discussing with President Buhari our many shared priorities including US.-Nigeria cooperation to advance a holistic, regional approach to combating Boko Haram," the White House said in a statement.</div>

Omolola Adele-Oso, executive director and co-founder of Act For Accountability, a D.C.-based African government watchdog organization, believes Buhari will prioritize fighting terrorism more than his predecessor. Shortly after being elected, the new president met with the families of the girls kidnapped by Boko Haram, she said.</div>

<div style="text-align: justify;">
"He made promises to, in the next months, address the issue of Boko Haram pledging to do more to rescue the girls," said Adele-Oso, who is Nigerian.</div>

The Buhari administration last month slated $100 million for the Multinational Joint Task Force - military personnel from Nigeria, Chad, Niger and Cameroon specifically focused on fighting Boko Haram. Buhari made $21 million available immediately.</div>

<div style="text-align: justify;">
The extremist group has said it has no interest in negotiating with the Nigerian government, but Buhari's officials said this month that they are open to discussions.</div>
<div style="text-align: justify;">

"If Boko Haram opts for negotiation, the government will not be averse to it," Femi Adesina, a Buhari spokesman, said in a statement. "The government will, however, not be negotiating from a position of weakness, but that of strength."</div>

<div style="text-align: justify;">
Activists are hoping that the United States can assist Nigeria in halting Boko Haram's growth, especially by focusing on strengthening the country's military.</div>
<div style="text-align: justify;">

"The largest help the U.S. could give comes with intelligence - helping Nigeria develop and monitor and track our security issues, and develop a better understanding of what it means to control our border," Adele-Oso said.</div>

While Nigeria would be wise to strengthen its relationship with the United States, ultimately the solutions to the country's problems - including divisions - will have to be solved internally, said Tukufu Zuberi, a professor at the Center for Africana Studies at the University of Pennsylvania.</div>

<div style="text-align: justify;">
"The solution to that can't come from Obama. It has to be a Nigerian solution,"  he said. "There's not much France can do or the U.S. can do in order to provide a national consciousness and unity in Nigeria."</div>

<div style="text-align: justify;">
In its statement, the White House also emphasize the U.S. interest in strengthening "Nigeria's efforts to advance important economic and political reforms that will help unlock its full potential as a regional and global leader."</div>

Having recently won Nigeria's first credible elections, Buhari enjoys the most respected status internationally of any of his predecessors. Buhari has said he desires a closer relationship with the United States and other Western partners as he seeks to improve Nigeria's position in the global community.</div>

<div style="text-align: justify;">
But just how thoroughly he'll bring reform and implant democracy within Nigerian society remains a question.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
Buhari himself is a former oil minister and ran on a platform of cleaning up the rampant corruption in government and the oil sector. With a broom as one of his campaign icons, Buhari signaled that he plans to clean house in Nigeria.</div>

<div style="text-align: justify;">
He has long opposed corruption, but his democratic credentials are less stellar: He once led a military coup against a corrupt government in 1984. He has since, however, become a vocal advocate of democracy.</div>

Adele-Oso is optimistic about Buhari's desire to make the country more democratic.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
"He has a track record of standing by his word. He has a track record of being someone who is being fair, firm and honest. And that is very welcome," she said.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
The United States, for now, has praised the democratic moment in Nigeria and both Jonathan and Buhari for a peaceful transition of power.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
In particular, the White House emphasized the role of the Nigerian public, noting at the time of the election in March that "the last few days have shown the world the strength of Nigeria's commitment to democratic principles. By turning out in large numbers and sometimes waiting all day to cast their votes, Nigerians came together to decide the future of their country peacefully."</div>

The United States itself helped to some extent in this process. The U.S., the United Kingdom and others in the international community warned those considering disrupting the elections that there would be serious consequences.</div>

And what happens in Nigeria could influence what happens around it.</div>

"With Africa's largest economy, a burgeoning population, and significant political stature, Nigeria matters. Its fate will affect that of its neighbors, of oil companies, and of global security," wrote foreign policy expert Sarah Chayes of the Washington-based Carnegie Endowment for International Peace.</div>

<div style="text-align: justify;">
Nigeria once had a vibrant diverse economy, but has since become an oil monoculture, according to Chayes, senior associate in Carnegie's Democracy and Rule of Law Program. Following the corruption, terrorism and environmental concerns, multiple countries and businesses have divested from Nigeria's oil industry.</div>

"There was nothing foreordained in this outcome, and it can be reversed. It is in the interests of energy companies as well as the United States and other Western governments to help Nigeria's new leadership do so," wrote Chayes.</div>
