<b>Council heads in the Kazakh capital have launched an investigation after cannabis plants began sprouting up in flowerbeds in the city centre.</b></div>

Local people in Astana City noticed an unusual aroma as they walked down Auezova Street and alerted the authorities when they found thousands of marijuana plants flourishing in the flower beds that line the road.</div>

The city council are now investigating whether the planting of the marijuana was a simple mistake or a deliberate act of guerilla gardening.</div>

Mihail Malorod was one of the residents who first noticed the plants.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
"I was walking down the street when I saw these cute plants at the junction of Auezova Street and Dzhangeldina Street", he said.</div>

"What a nice little flowerbed, I thought."</div>

Marat Asymbaev added: "What is that was the idea of the police? What if they wanted to catch all the junkies in our city?"</div>

A spokesman for Zelenstroy, an urban gardening service who are contracted by the council to tend for the city's flowerbeds, said that the company is running its own internal investigation.</div>

"If they are marijuana plants we will remove them immediately", he said.</div>

Addressing Buhari, he said: “As you take over power please don’t prosecute or persecute President Jonathan, you will indirectly provoke a recrudescence of violence in the Niger Delta. <b>Osun State House of Assembly on Wednesday passed the bill to create 36 additional local council development authorities to jack the total number of councils in the state to 66.</b></div>

The Speaker said this in a statement made available to our correspondent by his media aide, Mr. Goke Butika, on Wednesday.</div>

Salaam said the the lawmakers passed the bill to create the additional councils because of administrative convenience.</div>

<div style="text-align: justify;">
The statement read: “Osun State House of Assembly has finally passed the law creating additional 31 local council development authorities, three Area councils and two administrative units.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
“At a plenary session presided over by the Speaker, Rt. Hon. Najeem Salaam, the parliament explained that the creation of local governments, Area Councils and Administrative units became imperative in order to bring government closer to the grassroots.</div>

<div style="text-align: justify;">
“The primary purpose of the creation of the councils and administrative units was for the administrative conveniences, not to hyper-bloat the already existing over-bloated civil and political regimes which have become albatross to the limited resources of the state.”</div>

The Speaker then urged Governor Rauf Aregbesola to prioritise the assent of the law in order to set up committees that would work out the asset and liabilities for the take off of the new councils and units.</div>

The chairman, House Committee on Local Government, Mr. Wasiu Adebayo, said, “Osogbo being the state capital is bigger and demands to be further split, while Ejigbo has not been split since 1956 despite its size. Odo Otin considered to be the biggest council since 1972 also got two more councils.”</div>

"We don't want President Goodluck Jonathan to be embarrassed during the ceremony as we gather that there are plans to boo the outgoing President during the ceremony", the source said.</div>

“It is imperative that we give the outgoing President a cheerful exit,” he added.</div>

"The representative of the APC in the Inauguration Committee is playing hide and seek with his own people as some members of its Presidential Campaign and even top notch of the party are without the necessary accredited access into the Eagle Square venue of the event,” the source said.</div>

<b>The Supreme Court has dismissed the appeal filed by the Peoples Democratic Party’s (PDP) candidate in the August 9, 2014 governorship election in Osun State, Iyiola Omisore, against the election of the All Progressives Congress’ candidate, the incumbent Governor Rauf Aregbesola.</b></div>

The seven-man panel of the apex court, led by Justice John Fabiyi, affirmed the concurrent judgments of the Court of Appeal in Akure‎ and the Osun State Governorship Election Tribunal, which had both affirmed Aregbesola the winner of the election.</div>

Justice C.C Nweze, who read the lead judgment, resolved six out of the seven issues formulated by the appellant against him.</div>

The seven-man panel unanimously held that the appeal lacked merit and was bound to be dismissed.</div>

Omisore, who was personally present in court during the hearing, urged the apex court through his counsel, Dr. Alex Izinyon (SAN), ‎to set aside the concurrent judgments of the two lower courts.</div>

Omisore and his party had filed the appeals against the decisions of the Justice Gana Mshelia-led panel of the Court of Appeal ‎in Akure which on April 2, 2015, affirmed the earlier judgment of the Osun State Governorship Election Petition Tribunal.</div>

<b>President-elect Muhammadu Buhari will be returning to Nigeria on Thursday morning after a six-day trip to the United Kingdom in the company of former President Shehu Shagari.</b></div>

Buhari, who during his trip to the UK, met with British Prime Minister David Cameron, will arrive onboard a British Airways flight that is scheduled to land in Abuja around 4 am.</div>

Shagari who <i>ThisDay</i> learnt, was in the UK on a private visit, was overthrown by Buhari in a military coup d’etat 32 years ago. Both men will be flying back to the country 24 hours before Buhari’s inauguration as Nigeria’s fifth democratically elected president.</div>

Shagari, between October 1, 1979 and December 31, 1983, was Nigeria's first democratically elected president.</div>

Buhari had departed the country last Friday in the company of two of his close aides, ostensibly to get away from the pressure that had been brought to bear on him by members of his party the All Progressives Congress (APC), state governors and varied interest groups who had laid siege on him in recent weeks for posts in his government.</div>

He was said to have decided to get some rest ahead of the inauguration before plunging into the arduous task of running the country.</div>

However, his trip, which he embarked upon without the knowledge of the leadership of the APC, has caused disquiet among its chieftains, as it was the first clear signal that the president-elect is a man of independent thinking determined to do things his way.</div>
