<b>A woman, who is believed to be mentally unstable, has dumped a new-born baby by the roadside in the Abule Egba area of Lagos.</b></div>

The woman, who was said to be dark in complexion, was always reportedly roaming the area which is near a filling station.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
It was gathered that the baby was wrapped in a black sack, neatly clothed and covered with a plaster on the mouth.</div>

<div style="text-align: justify;">
Our correspondent learnt that the baby was dumped in the area on Wednesday, January 28.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
Speaking with <b><a href="http://www.punchng.com/metro-plus/woman-dumps-day-old-baby-by-roadside/">PUNCH Metro</a></b>, a trader, Mrs. Atanda Kuforiji, said they were taken aback by the sight of the abandoned baby.</div>

She added that a resident of the area drew the attention of other residents to the presence of the baby dumped by the roadside.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
She explained that everybody went to the scene to see why the resident was shouting, only to be confronted by the sight of the new baby.</div>

She said, “The baby was wrapped in a sack and placed by the roadside. I saw a crowd gather and decided to have a look; the child was still alive.</div>

“People took pictures of the baby.</div>

“His mouth was covered with a plaster to prevent him crying out. Everybody was saying what came into their heads, but nobody offered to help the baby.”</div>

It was learnt that many of the dwellers in the area were too scared to pick the baby from where he was dumped.</div>

But they said they suspected that the baby belonged to the mentally-unstable woman.</div>

A driver, Mr. Lasisi Gafar, said since the incident, nobody had seen the woman in the area.</div>

He said, “There used to be a female lunatic around the street who was pregnant, but since the child had been dumped I have not seen any trace of her.</div>

“We suspect that she was the one that dumped the baby here, but nobody could find her to question her.”</div>

He added that neither he nor most people in the area knew when and how the baby was dumped by the roadside.</div>

It was gathered that the baby later died after struggling to live for over six hours.</div>

A trader, who identified herself simply as Iya Monsura, said, “The child was alive as of 11am, but when government officials came around 5pm, he was dead. They took the dead body away.”</div>

It was learnt that no efforts was made to report the case of dumped baby to the police. Some of the residents said such attempt could put them in trouble as the police might treat them as suspects.</div>

This will improve security in every town and village in this country.</div>

This would have revolutionalised transport, infrastructure, construction, and employment in the economy.</div>

Fashola highlighted the difference between the APC and the PDP, saying that the APC manifesto is people and research-based. He added: “APC manifesto is designed to address 2015-2019 problems. PDP has 1999 manifesto. The naira has weakened. Interest rate has skyrocketed. We need to choose whether we should change Jonathan or we need continuity.The necessity now is to halt the downturn. If they couldn’t do much at $100 per barrel, they cannot do better when the resources are decreasing.”</div>

Gen. Buhari, who promised to encourage periodic and regular meetings with the business community, said his administration would be committed to economic growth, job creation and restoration of the dignity of labour among Nigerians.</div>

He said: “Our policies for implementing our commitments will be governed by the highest consideration of how they create jobs. Equipping and resourcing our security personnel, for example, will not be limited to the provision of arms alone, but uniforms, boots and accoutrements, are enormous opportunities for textile production, garment making and shoe making.</div>

Buhari explained why power generation and transmission have been erratic, despite the privatisation of power utilities. He said: “Power supply is the minimum that we can seriously commit to in order to quickly galvanise the economy back to productivity. We agree with the privatisation of the power utilities, but we believe it must go further to transmission.  After the signing and handing over ceremonies of the power assets, the real work of producing, transmitting and distributing power is really just beginning.</div>

“The reason why the success seems elusive is that, apart from the signing ceremony and handing over of the power assets, the hard work to connect the various parts of the power chain, supply gas, install transformers, complete substations has not been done. Our studies show that we will require no less than 200,000 trained personnel to support the initiative to provide power and light up Nigeria.”</div>

Gen. Buhari said apart from the inherent direct employment that the revival of the sector will create, the reduction in the cost of production, the savings from self-generation by Nigerians, who currently spend their income on purchase of diesel and petrol to generate their own electricity, will reduce the burden on their disposable income.</div>

He said these savings will be spent by Nigerians on other basic necessities of life, thereby reducing poverty.</div>

Gen. Buhari said his administration would support the initiative to build a refinery in Lagos, adding that the move will lead to job creation, local fuel supply and national security as well as reduce importation, lessen demand for foreign exchange and strengthen the naira.</div>

The former Head of State, who promised to fight the infrastructure battle, emphasised that road construction will be a major priority of his administration.</div>

He stressed: “Road construction alone will unlock a value chain of opportunities in the built industry for construction companies, builders, engineers, architects, quarry operators, cement and iron rod production and supply.</div>

“The successful opening up of Nigeria by the construction of new roads and highways will revive road transportation, truck manufacture, tyre manufacture, engine oil, and brake pad production. It will also create a demand for jobs for mechanics, drivers, and those engaged in transport support business. We expect a revival of inter-state economies that used to thrive across Nigeria, providing support to travellers by way of canteens, restaurants and farm produce.”</div>

Gen. Buhari promised to promote discussions between the business community and his economic team to explore options of reducing taxes and Customs duties without too much disruption to government finances and private sector business plans.</div>

He also spoke on the APC manifesto and campaign message. In his view, they reflect the yearnings of Nigerians for change.  Nigerians, said Gen. Buhari, should expect positive change, if he is elected.</div>

According to him, during the survey that took place in 36 states, Nigerians indicated that insecurity, corruption and the economy were their biggest worries.</div>

He added: “That is why I have been talking about insecurity and corruption on one hand and minning, agriculture, infrastructure and jobs on the economic side.”</div>

Noting that corruption has almost become a culture in Nigeria, Gen. Buhari said: “They are so inter-connected and the Nigerian people are right in their identification of these problems. We cannot build an economy in an insecure environment. We cannot build an economy when the playing field is not level. We cannot build an economy where corruption is the working capital. Corruption affects our ability to secure ourselves and it also undermines the performance of the economy.”</div>

Gen. Buhari spoke on the importation of fuel, saying that the country should be ashamed because it is an oil-producing country.</div>

We are too vulnerable as a nation at this moment, if we have to import fuel to move our planes, our tanks and our men. We are too vulnerable as you can see that we also have to import arms. We are vulnerable because our troops also depend on imported food.”</div>

Gen. Buhari, who served as the Federal Commissioner for Petroleum and Chairman of the Nigerian National Petroleum Corporation (NNPC), recounted his achievements, saying he upgraded refineries in Port-Harcourt and Kaduna.</div>

He added: “We got tankers off the road and saved lives. When I became the Head of State, we fought bunkering. We increased the exportation of refined products. But, Nigeria is now importing fuel.”</div>

Gen. Buhari gave an ultimatum to corrupt officials and other Nigerians, saying that he would confront them, if he becomes the president.</div>

He said: “The courts will continue to fight corruption. The legislature, executive and judiciary will fight corruption. But, from the day an APC Federal Government is in place, those corupt people will have to behave themselves.”</div>

At the meeting, Mr. Funso Phillips of the Nigeria Economic Council (NEC) wanted to know what Gen. Buhari would do differently, if elected as the President. The former Head of State said that, while he will not discontinue any policy that is good, he will change what is not good.</div>

The police will continue to conduct its role in ensuring there is law and order in the country.”</div>

According to a report by the <b><a href="http://thenationonlineng.net/new/pressure-mounts-jega-postpone-elections/">NATION</a></b>, Independent National Electoral Commission (INEC) Chairman Prof. Attahiru Jega is under pressure to shift the elections from February 14 and 28. He remains firm, insisting that the commission is prepared for the all-important exercise.</div>

The pro-shift agitators have:</div>
<div style="text-align: justify;">
•instituted four suits in the courts, pleading that INEC should be told to pull the brakes on the elections;</div>

•said that the insecurity in the Northeast makes a shift imperative; and</div>
<div style="text-align: justify;">
•marched on the INEC headquarters yesterday to push their case.</div>

Besides, security agencies have asked INEC to explain four issues which, they said, will assist them in taking a stand.</div>

National Security Adviser (NSA) Col. Sambo Dasuki was hit by a hail of criticism when he suggested in London that the elections could be shifted for would-be voters to get the Permanent Voter Cards (PVCs).</div>

To INEC, however, the cards will be no excuse for shifting the elections.</div>

“I also want to place on record that all the PVCs for the 68,833,476 registered voters have been received by INEC and distributed to all the 36 states and the FCT.</div>

“It is important for the public to know that 65 per cent of eligible voters for 2015 poll have collected their PVCs. This implies that we can go ahead with the election.”</div>

Responding to a question, the source added: “There is no cause for alarm at all because we have extended the period for the collection of PVCs to February 8.</div>

“If you look at the 2011 poll, during the presidential election, 40,728,990 voted but only 39,469,484 votes were valid and 1,259,506 votes invalid.</div>

“While in 2007 about 35,288,984 voted during the presidential election, the figure for 2003 was 42, 018,735, including 2,538,246 invalid votes.</div>

“Even in 1999 when the stake was higher following anxiety over the return to democracy, the voters’ turnout was 30,282,052. The acclaimed June 12, 1993 presidential election recorded 14,293,396 votes.”</div>

To the source, who pleaded not to be named, Nigerians voting history has shown that less than 50 million usually votes.</div>

“All the noise about PVCs is the handiwork of some elements who are looking for an excuse to shift the poll at all cost, he stressed, adding:</div>

“Our indices are ready, we will present these for all the stakeholders to assess us. There are so many vested interests who do not see anything good in what INEC has done,” the source said, adding:</div>

•on relocation of many polling units; and</div>
<div style="text-align: justify;">
•confusing Business Rule of removing four million registered voters from register without informing them.</div>

“The relocation of polling booths from private school, churches and mosque is a welcome development. Has INEC informed would-be voters? Can’t this development lead to confusion on voting day?” a source said, adding: “The confusing Business Rule has ensured the removal of at least over 4 million registered voters, who are yet to be aware of the removal of their names; if they may require re-registration or recapturing as INEC promised the Sultan of Sokoto over his plight.”</div>

He said, “Our street boiled throughout yesterday (Sunday). There was a clash between the Campos boys, and another group. They began to exchange gunfire on the street. Raimi was shot in the chest and he died. Twelve other persons were wounded and have been rushed to the hospital.</div>

He said, “We were all returning from the TBS. Around the Isale Eko area, they began to shoot at people. We all fled in different directions, but Igbagbo was not that lucky.</div>

The teenage girl, who is in Junior Secondary School (JSS) 3, lived with her family in a rented apartment on Oredapo Street, Idimangoro in the Agege area of Lagos.</div>

<i>Metro</i> correspondent gathered that the parents, who initially felt Latifat might have gone to their grandfather’s place in a neighbouring street, later became worried when the grandparents said they never saw her.</div>

They thereafter reported the matter at the Dopemu Police Division on December 27.</div>

When <i>Metro</i> correspondent visited the family’s apartment last Saturday, the mother, Maryam Sadiku, said her daughter was a well-behaved girl who, she believed, did not run away with a boyfriend.</div>

She added that all efforts by the family to locate her whereabouts till date had not yielded any result.</div>

She said, “On the evening of that Christmas Day, at about 7pm, she told me she was going to use the toilet. She then went to the tap and drew water. She made for the toilet and that was the last anyone knew. A neighbour washing clothes at the verandah said she saw Latifat stroll out of the compound.</div>

“She has never gone away like this. The only place she sometimes went was our grandfather’s house which is a few houses from us. She didn’t have any boyfriend she might be staying with.</div>

“People are just consoling us that she might be with female friends, but that is still very mysterious to me. I trust God that my daughter will return, and that the police will also put in more efforts.”</div>

As of the time of visit, Latifat’s father, Moshood, who works as an inter-state transporter, was not available for comment. It was learnt that the private school the teenager attended had also tried to locate her whereabouts but to no avail.</div>

The Lagos State Police Public Relations Officer, DSP Kenneth Nwosu, confirmed that Latifat was on the police’s list of missing persons, adding that any member of the public with useful information should contact the Dopemu Police Station.</div>

He said, “Latifat speaks both Yoruba and English languages. Anyone who sees the teenager should report to the police.”</div>

The report of the Thabo Mbeki High Level Panel on Illicit Financial Flows from Africa adopted on Sunday by African Union Heads of State and Government at their summit in Addis Ababa, Ethiopia said about $40.9billion (about ₦6.87trillion) of an estimated $60billion (about ₦10.08trillion) lost through such transfers from Africa are traced to Nigeria.</div>

<div style="text-align: justify;">
The funds are stolen through corruption, tax evasion and illegal transfer of profits by multinationals, the AU said.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
Nigeria, which produces an average of 2.3million barrels of oil daily as the leading hydrocarbon producer in Africa, is being ravaged by poverty and underdevelopment.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
The report also identified Egypt and Morocco as the other countries with the largest estimates of illicit financial flows statistics of $28.2billion and $20.3billion respectively.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
Cumulatively, Nigeria and Egypt topped the list of ten African countries by illicit financial transfers between 1970 and 2008, with $217.7billion (about ₦36.57trillion), or 30.5 per cent, and $105.2billion (about ₦17.67trillion), or 14.7 per cent respectively, while South Africa had $81.8billion (about ₦13.74trillion), or 11.4 per cent.</div>

Concerned by the high losses through these illegal transfers, which was identified in 2011 as one of the threats to the inability of most resource-rich countries in Africa to meet their millennium development goals, MDGs, the AU at its 4th Joint African Union Commission/United Nations Economic Commission for Africa, AUC/ECA, Conference of African Ministers of Finance, Planning and Economic Development constituted the Mbeki Panel to review the underlying issues stalling Africa’s accelerated and sustained development objective.</div>

At the presentation of the report on Saturday, the panel gave a set of recommendations that would guide African leaders in checking the growing threats of the menace to the continent’s economy, including the activities of extremist groups, instability, and poverty.</div>

Part of the recommendations included a system that would allow automatic exchange of tax information among African countries and globally to check illegal profits shifting by multinational corporations to subsidiaries in tax haven or secrecy jurisdictions.</div>

In its 15-point findings, the panel noted that ending illicit financial flows is a political decision by the various governments as it involved issues of abusive transfer pricing, trade mis-invoicing, tax evasion, aggressive tax avoidance, double taxation, tax incentives, unfair contracts, financial secrecy, money laundering, smuggling, trafficking and abuse of entrusted power.</div>

The interrelationships of these issues, it stated, conferred a technical character requiring transparency across all aspects to ensure access to information and the right to obtain such information.</div>

The Panel, which noted illegal profits shifting by multinational corporations as one of the biggest single source of illicit outflows in the continent, advised countries to ensure that the automatic exchange of tax information be subject to national capacity, to maintain the confidentiality of price-sensitive business information.</div>

<div style="text-align: justify;">
The dependence on natural resource extraction, it noted, makes African countries vulnerable to illicit financial flows, pointing out that there was need to pay attention to activities in the sector in an effort to check illicit financial flows in Africa.</div>

<div style="text-align: justify;">
“African countries need to acquire the capacities and technology to monitor extraction of their natural resources better and to negotiate contracts more effectively,” the report said.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
According to the report, tax incentives were not usually guided by cost-benefit analyses, as such African countries grant a host of tax incentives, such as tax holidays, investment allowances, tax rate reductions and administrative discretion in order to attract foreign direct investment, FDI.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
Considering the effort needed in asset recovery and repatriation, the report said regulations and mechanisms were needed to ensure that financial establishments and banks identified and refuse to accept illicit financial flows, rather than relying on self-regulation by banks.</div>

<div style="text-align: justify;">
Money laundering, the panel noted, continues to require attention from the governments, with weak national and regional capacities impeding efforts to curb illicit financial flows.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
Noting the impediments of incomplete global structure for tackling illicit financial flows, the report stressed the need for financial secrecy jurisdictions to come under closer scrutiny, challenging the AU to lead the effort to initiate measures to block all avenues for illicit financial flows, considering that the sources were from within the continent.</div>

The Panel recommended that African governments engage with non-African private and public actors involved in developing mechanisms, policies and laws adopted by intergovernmental organisations and governments outside the continent that facilitate the flow of illicit funds out of Africa.</div>

Considering that the bulk of illicit financial flows, such as trade mispricing and transfer pricing, are trade-based, the Panel asked African countries to develop laws and regulations that make it illegal for operators to intentionally, incorrectly or inaccurately state the price, quantity, quality or other aspects of trade in goods and services while moving capital or profits to another jurisdiction, or manipulate, evade, or avoid any form of taxation, including customs and excise duties.</div>

Besides, the panel recommended that all agencies involved in revenue collection in Africa must ensure that all big and small corporations were not only registered for tax purposes, but also ensure that no corporate registration was approved without proof of tax registration.</div>

While ensuring that the databases of the companies’ registration offices and the tax authorities were linked, the Panel urged African States’ customs authorities to proactively use available databases containing information on comparable pricing of world trade in goods to analyse imports and exports, while identifying transactions that required additional scrutiny.</div>

On transfer pricing, the Panel asked national and multilateral agencies to ensure that data on trade pricing on goods and services in international transactions were made available according to accepted coding system categories.</div>

African countries, it said, should, as a matter of urgency, establish and equip transfer pricing units in revenue in accordance with global best practices and ensure that multinational companies operating in their domains provided the units with a comprehensive report on their disaggregated financial reporting on a country-by-country or subsidiary-by-subsidiary basis.</div>

It said countries and companies operating in extractive industries in the continent should not only join voluntary initiatives like the Extractive Industries Transparency Initiative, EITI, but also demand beneficial ownership information during company incorporation or trusts registration.</div>

Again, the panel called for the establishment of independent institutions and agencies of government, like financial intelligence units, anti-fraud agencies, customs and border agencies, revenue agencies, anti-corruption agencies and financial crime agencies charged with responsibility of preventing illicit financial flows.</div>

All such agencies, it said, should render regular reports on their activities and findings to the national assemblies, while central banks and financial supervision and regulatory authorities must compel banks and non-financial institutions to ensure mandatory reporting of transactions that may be tainted with illicit activity.</div>

Vatsa said the party was overwhelmed by the crowd of defectors from the PDP from various wards in the area.</div>

He said the people of the area had complained bitterly to the APC standard bearer over the years of neglect by the PDP administrations in the state, adding that “the people said they were tired of 16 years of deceit.”</div>

He described the popularity of APC in the area and the entire state in general as “the broom revolution,” claiming that the PDP was now a shadow of itself in the zone.</div>

Vatsa explained that while APC had carried its campaigns to the nooks and crannies of the state in view of its popularity, the PDP had stopped its campaigns at local government headquarters because the people had discovered what he described as the bulk of failed promises over the years.</div>

Counting the gains of the APC in zone A, the spokesman said over 5,000 defectors from the PDP in Edati, 5,000 in Mokwa and another 3,000 in Kutigi joined the APC in the area.</div>

“When we took stock of the PDP members coming to join us in each local government that constitute zone A; we realised that we got 3,000 in Lapai, 3,000 in Agaie, 4,000 in Katcha, 3,700 in Bida which has been our stronghold. The remaining ones in the PDP in Bida have now joined us,” he said.</div>

He however distanced APC from attacks on PDP campaign train in parts of the state, explaining that those who attacked PDP were its aggrieved members.</div>

Mohammed Bolari, who was at the rally in the northeastern city of Gombe, said the explosion happened at 3:10 pm (1410 GMT), just three minutes after Jonathan's departure.</div>

A local reporter added: "The president had just passed the parking lot and we were trailing behind his convoy when the explosion happened... just 100 metres (yards) from the bus we were driving in."</div>

His appearance in the city came just a day after two blasts in the city, including one that targeted a military checkpoint. At least five people were killed.</div>
