<b>President Goodluck Jonathan on Thursday directed the Peoples Democratic Party Presidential Campaign Organisation (PDPPCO) and other bodies that campaigned for his re-election to start removing the posters, billboards, banners, signs and other campaign materials they erected nationwide.</b><br />
<br />
In a statement by his Special Adviser on Media and Publicity, Dr. Reuben Abati, the President said with the 2015 general elections over, it was appropriate that steps be taken to restore the environment in Nigerian cities, towns and villages to their pre-elections campaign state.<br />
<br />
Jonathan urged Nigerians to put the recent political campaigns behind them and join hands with the incoming administration in working for a more united, peaceful, stable and progressive nation.<br />
<br />
The statement read, “With the 2015 presidential elections now concluded and the country preparing for the inauguration of a new administration on May 29, President Goodluck Jonathan believes that it is appropriate that steps be taken to restore the environment in Nigerian cities, towns and villages to their pre-elections campaign state.<br />
<br />
“Accordingly, President Jonathan directs that the PDP Presidential Campaign Organisation and the various associations that coalesced into the Jonathan/Sambo Support Group immediately begin the process of removing the posters, billboards, banners, signs and other campaign materials in support of his re-election bid which still adorn the landscape in major cities across the country.<br />

“The President thanks all individuals and organisations who made sincere contributions and worked with immense dedication for the Jonathan/Sambo Campaign.<br />
<br />
“He applauds his supporters and other Nigerians for the disciplined, patriotic and democratic manner in which they comported themselves before, during and after the elections.<br />

<b>In preparation for the May 29 handover and Presidential Inauguration, a joint committee of the outgoing and incoming government met on Thursday to discuss issues that will ensure a smooth transition.</b><br />
<b><br /></b>
The committee is co-chaired by the Secretary to the Government of the Federation, Pius Anyim, who represents the outgoing government, and former Bayelsa State Governor, Timipre Sylva, who leads the delegation of the incoming government.<br />
<br />
The terms of reference for the Presidential Inauguration Planning Committee include drawing up the programme of activities for the inauguration ceremony; arranging invitation and accommodation of local and foreign dignitaries; drawing up budget for the programme of activities; organising the approved programme of activities; and co-opting into subcommittees persons that may be necessary to assist the committees.<br />

<b>Ms Tolu Ebun, the Peoples Democratic Party (PDP) House of Representatives candidate for Shomolu Federal Constituency, has announced her decision to approach the National Election Petition Tribunal sitting in Lagos to challenge the outcome of the election in her constituency.</b><br />
<b><br /></b>
The 32-year-old said she is confident that with the overwhelming evidence of electoral malpractice and irregularities, ‘the tribunal will restore the mandate freely given to her by the people’.<br />
<br />
She contested against Mr. Oyewole Olufemi Diya of the All Progressives Congress (APC), who was declared winner by the Independent National Electoral Commission (INEC).<br />
<br />
In a press statement by her media team, Ebun noted that, “I was very confident of victory not only because of the nature of the grassroots campaigns we had conducted, but because of the widespread rejection of the APC candidate by residents of the constituency.<br />
<br />
“However, the elections were fraught with irregularities, alteration of results and non-compliance with provisions of the Constitution of the Federal Republic of Nigeria, the Electoral Act and Operational Handbook issued by the Independent National Electoral Commission (INEC). In addition, there were several instances of connivance between agents of Mr. Diya/APC and INEC officials/security agents deployed for the conduct of the elections”.<br />
<br />
“In spite of these irregularities, INEC declared the APC candidate winner of the elections on March 30th, 2015. This was in stark contrast with the reality that I scored the highest number of valid votes cast by people eligible to vote at the elections”.<br />
<br />
She added that, “after due consultation with the people of Shomolu and adequate briefing about my rights from my lawyers, I have decided to approach the National Election Petition Tribunal, Lagos State to restore the mandate freely given to me by my people”.<br />
<br />
“At the tribunal, I will present overwhelming evidence of electoral malpractice and irregularities, alteration of results, and non-compliance with the provisions of the Constitution of the Federal Republic of Nigeria, the Electoral Act and the Operational Handbook issued by INEC”.<br />
<br />
“My decision to approach the Tribunal is based not only on my desire to protect my rights and interest, but also the desire to protect the rights of the thousands of people who stood in the sun and braved several challenges to vote for me in the belief that I am best suited to promote their interests at the House of Representatives for the next four (4) years”.<br />
<br />
“It is my fervent belief that the judiciary, as the last hope of the common man, will resolve the legal issues connected to this matter and protect the mandate freely given to me by the people of Shomolu,” she said.<br />

<b>A suspected kidnapper, Niyi Omosola, has been shot dead by the police in the Epe area of Lagos.</b><br />
<br />
<b><i>PUNCH Metro</i></b> learnt that Omosola was shot dead during a rescue operation by the police to free a victim, identified simply as Kudirat.<br />
<br />
It was gathered that Omosola, while collecting the ransom, sighted the police and decided to escape on a motorcycle when the operatives fired him.<br />
<br />
It was gathered that Omosola, who hailed from Ondo State, allegedly led a gang which kidnapped the woman in the Elemoro, Ajah area.<br />
<br />
Sixty-two-year-old Kudirat was reportedly abducted by the gang on Thursday, April 16, at about 7pm.<br />
<br />
Our correspondent learnt that Kudirat, a businesswoman, was inspecting the construction work at a petrol station she owned in the area when the kidnappers swooped on her and took her away.<br />
<br />
It was gathered that the gang later contacted the family and demanded a ransom of ₦50m. However, after negotiation, <b><a href="http://www.punchng.com/metro-plus/kidnapper-shot-dead-while-picking-n3m-ransom/">PUNCH</a></b> correspondent learnt that the the gang and the family agreed to a ransom of ₦3m.<br />
<br />
<i>PUNCH Metro</i> learnt on Wednesday that Kudirat's brother, who had been communicating with the gang, took the ransom to an agreed hideout in the Epe area.<br />
<br />
However, a team of operatives led by the Special Anti-Robbery Squad Commander, Abba Kyari, was said to have trailed Kudirat's brother to the hideout.<br />
<br />
A police source said Omosola, while collecting the ransom, initially opened fire when he sighted the police.<br />
<br />
He added that when the kingpin saw that he was outnumbered, he tried to escape on a motorcycle, leaving the policemen with no choice than to fire him.<br />
<br />
He said, “The kidnappers are a notorious gang. They had conducted several operations in the area. In the latest incident, they demanded ₦50m initially, but when the family could not produce the amount, they finally agreed to ₦3m. They also arranged where the place of meeting would be in the Epe area.<br />
<br />
“The police trailed the brother, who was taking the money to Epe, where Omosola was waiting. Immediately he collected the ransom, he suspected that policemen were around and he began to shoot sporadically.<br />
<br />
“He got on a motorcycle and was riding off when he was gunned down. He did not die immediately.”<br />
<br />
<i>PUNCH Metro </i>learnt that Omosola, who was injured, led the SARS operatives to a bush between Epe and Ijebu Ode, where the woman was held.<br />
<br />
When the police arrived at the hideout, his gang members had reportedly fled the place.<br />
<br />
It was gathered that Kudirat was rescued alive by the police, while Omosola eventually died from the gunshot injuries.<br />
<br />
The Police Public Relations Officer, DSP Kenneth Nwosu, said efforts were on to apprehend the remaining gang members.<br />
<br />
He said, “When the information was received, the operatives trailed the gang to the location.<br />
<br />
“The kidnap kingpin actually fired at SARS operatives, who were carrying out the rescue operation, and they fired back. In the process, he was fatally wounded.<br />
<br />
“The woman has been rescued, while the corpse has been deposited at a public morgue.<br />
<br />
“Efforts are being intensified to arrest other fleeing members of the gang.”<br />

<b>A Peoples Democratic Party (PDP) governorship aspirant in Lagos State, Babatunde Gbadamosi, has accused the leader of the party, Chief Bode George, of colluding with the national leader of the All Progressives Congress (APC), Asiwaju Bola Tinubu, to ensure PDP’s defeat in Lagos.</b><br />
<br />
He, therefore, called on George to resign immediately.<br />
<br />
However, in a swift reaction, George described Gbadamosi as an irresponsible man who may be suffering from a mental problem.<br />
<br />
Gbadamosi, who came fourth at the PDP governorship primary last year, said the party would have performed better at the poll if the Minister of State for Foreign Affairs, Musiliu Obanikoro, was given the ticket.<br />
<br />
In a series of Facebook posts, Gbadamosi accused George and other PDP leaders of using the money meant for the party to buy new homes in FESTAC, Ikoyi, Magodo and Maryland.<br />
<br />
He said, “Losers can only lead to failure. Go and enjoy your new houses in Magodo, Ikoyi, FESTAC and Maryland, all bought in election season. You have all worked diligently these last 12 years for Tinubu. You can now retire to your natural political home - APC.<br />
<br />
“You know you betrayed the party and diverted resources meant for elections. Leave quietly or be exposed and thoroughly disgraced. It is amazing how a man that cannot win his polling unit is our leader. Bode George must go and swiftly too.<br />
<br />
“In 2015, he claimed to be fighting Obanikoro, conducted shambolic primaries, got his parachute candidate and lost again. Every step of the way, he has demonstrated a befuddling poverty of judgement, insisting on bad candidates time after time.<br />
<br />
“Who has been the biggest single beneficiary of Bode George’s incompetence and inability to win? BolaTinubu. That’s why Bode George must go. It makes you wonder, doesn’t it, where his real loyalty has been this whole time.”<br />
<br />
However, George said it was funny that someone could claim he was working for Tinubu who he had been battling for the last 16 years.<br />
<br />
He said he never had direct access to funds as the money for campaigns were not given to him.<br />
<br />
He said, “This little boy who just developed into politics wants to run before he can crawl. Imagine Gbadamosi going on Twitter to say I am a mole. He said I have been working with Tinubu. He must have woken on the wrong side of the bed or probably came from another planet or something is mentally wrong with him.”<br />

<b>The All Progressives Congress, APC, in Ogun State, has filed a petition before the state’s National Assembly Election Petitions Tribunal challenging the victory of Buruji Kashamu as senator-elect, in the senatorial election in Ogun East, on March 28.</b><br />
<br />
The party, through its candidate, Dapo Abiodun, filed the petition yesterday, accusing the Peoples Democratic Party, PDP, of manipulating the result in its favour during the collation.<br />
<br />
Kashamu, candidate of the PDP, was returned elected and declared winner of the election by the returning officer of the zone, Professor Babatunde Ikotun, after polling 99,540 votes to defeat eight other candidates.<br />
<br />
Abiodun was the first runner up in the election and Adegbenga Kaka of the Social Democratic Party  (SDP) was the second runner up.<br />
<br />
In the petition, a copy of which  was obtained by <b><a href="http://www.vanguardngr.com/2015/04/apc-challenges-kashamus-victory-at-tribunal-2/">VANGUARD</a></b>'s correspondent, Abiodun argued that Kashamu was not qualified to contest the election and that he didn’t score the highest number of lawful votes as required by law.<br />
<br />
The petitioner, who said he would rely on form EC8E (1) to prove his case, further alleged that Kashamu, his party, PDP, the Independent National Electoral Commission, INEC and the  state Resident Electoral Commissioner, who were joined as the 2nd, 3rd and 4th respondents respectively, failed to comply with all the electoral laws.<br />
<br />
He prayed that, “The 1st Respondent, Prince Buruji Kahamu, was not duly elected by majority of the lawful votes cast at the election and therefore did not meet the requirements of the law to be returned as winner of the election.<br />
<br />
“The election of the 1st Respondent, Prince Buruji Kashamu, is invalid by reason of substantial non-compliance with the provisions of Electoral Act 2015 (as amended), the Manual for Election Officials 2015, the guidelines issued for the conduct of the election and the law in the conduct of the election.<br />
<br />
“The election of the 1st Respondent, Prince Kashamu is invalid by reason of corrupt practices and electoral malpractices perpetrated by the 1st Respondent in person and members and agents of the 1st and 2nd Respondents in the places mentioned in this petition.<br />
<br />
“The 1st Respondent, Prince Buruji Kashamu was not qualified to contest the election.”<br />
<br />
Abiodun urged the court to nullify all the results from polling units or wards where the requisite forms were not completed, dated, signed or stamped by the concerned officials.<br />
<br />
The petitioner, however, prayed the court to declare Kashamu as not qualified to contest the Ogun East senatorial election, was not duly elected by majority of lawful votes cast during the election and that a declaration that the announcement of Kashamu as winner be annulled and set aside, the same being null and void.<br />
<br />
However, media aide to Kashamu, Austin Oniyokor, had earlier said in a statement that his principal was prepared to meet any petitioner at the tribunal.<br />
<br />
The statement said: “The claims by the APC are totally unfounded. Ordinarily, we would not have dignified them with a response. You can see that the statement is loud in noise and lacking in substance. If they say there was rigging and manipulation during the election, they should supply the details, rather than hiding under some nebulous excuses that say nothing.”<br />

<b>There was confusion and drama at the Force Headquarters in Abuja, yesterday, as the sacked Inspector-General of Police, Mr Suleiman Abba, stalled the formal handover to his successor, Mr Solomon Arase, until he was compelled to do so by the Presidency.</b><br />
<br />
This came as some former Inspectors-General of Police expressed reservations over the manner Abba was removed while other leaders were divided over the sack.<br />
<br />
The handover ceremony which was earlier slated for 8 a.m. with invitations sent to journalists for coverage from the office of the Force Public Relations Officer, did not take place until almost 4pm following the absence of the ex-Police boss at the headquarters.<br />
<br />
Abba was said to have removed all his personal belongings before leaving the office around 11.20 p.m. after the announcement, Tuesday. According to his aides, when they visited his official residence at Maitama early yesterday, Abba said he was yet to receive any official letter informing him to hand over as he heard the news of his sack on radio and television like other Nigerians.<br />
<br />
Reporters who converged in their numbers early in the morning for the handover were disappointed as they were not allowed access to Force Headquarters. No reasons, according to sources, were given for the delay in the handing over ceremony.<br />
<br />
Meanwhile, uncertainty continued to pervade Force Headquarters after it was reliably gathered that three of the serving Deputy Inspectors-General of Police were holding an emergency secret meeting in one of the offices on the 6th floor of the headquarters building.<br />
<br />
Feelers from the meeting indicated that they resolved to strongly protest the appointment of their contemporary, Arase, DIG Intelligence, as acting Police boss on the grounds that they were all promoted same day on February 20, 2014.<br />
<br />
The three DIGs were also said to have sworn to contest the appointment of Arase to the highest level because they were not well treated by his appointment. While palpable tension generated by the ugly development threw Force Headquarters into confusion, other top officers and the rank and file were seen in different moods.<br />
<br />
Many of them stood in groups discussing the development in hushed tones. Some officers were also seen in jubilant mood, praising President Goodluck Jonathan for taking the decisive action.<br />
<br />
They alleged that they were not well treated by the former IGP during the elections as they were not paid their due allowances. Many of the officers, however, commended the appointment of Arase, noting that he is well suited for the job.<br />

<b>Seventeen youth and cultural groups have recommended Dr Ahmed Adamu who is the chairperson of the Commonwealth Youth Council (CYC) as a youth minister to the incoming administration of President-Elect Gen. Muhammadu Buhari.</b><br />

A statement signed by the groups said Ahmed is well qualified for the job as a youth with vast local and international experience and exposure working with young people.<br />
<br />
They said the youth of today who face different challenges and opportunities needed "to be given adequate space and opportunities to make critical decision that affect them."<br />
<br />
They said: "Young people are no longer tools for winning elections. We are partners and leaders of today's progress and our voices must be heard."<br />
<br />
They groups also demanded that "as a new administration is about to assume power in the country, we call on the president-elect to maximise the use of the greatest asset of this country - the youth. We will not allow politicians to stop us in the track. Competence should matter in the selection of the cabinet, and young people should constitute at least 30% of the appointed positions."<br />
<br />
Ahmed Adamu holds a PhD in Energy Economics and is currently a University lecturer in the UK.<br />
<br />
The youth groups urging the incoming Buhari administration to consider Ahmed for a youth minister include:<br />
Progressive Youth Forum, Coalition of Young Professional Organisations of Nigeria, Youth Awareness for Peace, Unity and Development, Pan-African Development Education and Advocacy Programme (PADEAP), Nigeria; NANS (Zone A), Youth Against Drugs, AIDS & Violence Initiative (YADAVI); League of Youth Democrats of Nigeria and African Centre for Talent Discovery and Capacity Maximization.<br />

Others are: Community Based Organisation for African Youth, Coalition of Northern Nigerian Youth, Arewa Youth Legacy Forum, Arewa Young Farmers Initiative, Association of Arewa Musician of Nigeria, Arewa Women Foundation, All Northern Traditional and Cultural Foundation, Arewa Youth Council, League of Kano Professionals and Northern Students Forum.<br />

<b>Sara Omar, grandma of US President Barack Obama, has emphasized the significance of the Prophet Muhammad exhibition in Makkah and said it reflects the moderate teachings of Islam that calls for tolerance and rejects violence.</b><br />
<br />
Sara has come to Makkah with her son Saeed Obama, uncle of President Obama and her grandson Mousa Obama to perform Umrah.<br />
<br />
She commended the Saudi government’s efforts to expand the two holy mosques.<br />
<br />
Sara and her family members visited the Prophet's show, which is located in the Naseem District of Makkah, for two hours.<br />
<br />
"I am very happy to visit this exhibition, which is a good example for the propagation of Islam in a modern way, supported by scientific and authentic documents."<br />
<br />
Obama's grandma also expressed hope that the exhibition would visit other countries with the support of the Saudi government in order to remove the misunderstandings about the divine religion.<br />

<b>The Central Bank of Nigeria Governor, Godwin Emefiele, has advised the president-elect, Muhammadu Buhari, to consider selling off nearly half of Nigeria’s Joint Venture equity with multinational oil companies, to enable the new government raise a huge balance for immediate developmental projects.</b><br />
<b><br /></b>
If Mr. Buhari accepts the advice, Nigeria stands to generate about ₦14.9 trillion, about three times the country’s annual budget, which should be immediately ploughed into providing badly needed infrastructure development.<br />
<br />
The Nigerian economy has faced continued pressure from spiralling debts, in the face of dwindling revenues resulting from falling global crude oil prices.<br />
<br />
Many of the 36 states of the federation are barely able to meet their obligations to contractors and workers from their monthly allocations from the federation account. Foreign reserves slumped to about $29.9 billion as at March ending.<br />
<br />
The CBN governor said the incoming administration should give serious thoughts to the proposal for Nigeria to scale down its majority stakes in the joint ventures currently with various multinational oil companies in the country.<br />
<br />
The Nigerian National Petroleum Corporation currently holds, on behalf of the Nigerian government, at least 55% equity in the joint ventures with Shell, ExxonMobil, Chevron, Total, Nigerian Agip, and Pan Ocean.<br />
<br />
The partnership means for each daily production of oil in Nigeria, the government receives 55% after production cost had been deducted.<br />
<br />
Mr. Emefiele wants government to shed at least 25% of that equity to raise some emergency funds for infrastructure development in key sectors of the economy.<br />
<br />
The CBN governor said relevant officials in the Bank have already been directed to evaluate prospects of the proposal to see how it could be realized from the JVs, which account for more than 50 percent of Nigeria’s daily average oil production of 2.3 million barrels.<br />
<br />
Mr. Emefiele told the <b>Financial Times</b> of London that the outcome of the study would be presented to Mr. Buhari when he assumes office on May 29.<br />
<br />
The governor expressed confidence that Nigeria may rake in about $75 billion (about ₦14.93 trillion) if the government agrees to cut its JV equity to only 30 per cent.<br />
<br />
Private equity companies, he said, could be encouraged to take over the relinquished government stakes and compete with the oil companies, to contribute to the development of the industry.<br />
<br />
Part of the proceeds from the equity sale, Mr. Emefiele said, could be utilized in rebuilding macroeconomic buffers in the economy through investments in transport and energy developments projects to grow the economy and create jobs.<br />
<br />
He said the government could adjust upwards, petroleum profit tax payable by the oil companies, to compensate for the reduction in government’s equity.<br />
<br />
The equity cut back proposal, the CBN governor explained, was one of the most attractive options available in view of the impact of the drastic drop revenue earnings in recent times and the need to avoid piling up more debts.<br />
<br />
Though Mr. Emefiele’s proposal could meet stiff resistance from oil firms, politicians and their allies dependent on oil resources for patronage. However, the idea would be welcomed by others who support the idea of unbundling the NNPC and curbing corruption by allowing private participation in the sector.<br />
<br />
For years Nigeria’s oil production has stagnated at about 2 million barrels daily average due to several factors, including the failure to pass the Petroleum Industry Bill.<br />
<br />
During his campaigns, Mr. Buhari gave a hint as to what his administration would do after resumption of office on May 29.<br />
<br />
“Our manifesto says we are going to break up the NNPC,” he suggested, “but the ultimate answer may well be to divest the whole thing. It is an idea that will be seriously looked at.”<br />
<br />
Mr. Buhari, however, said the immediate priority of his administration would be to get the industry back to a position where revenues that belong to the people are getting into the federation account by stopping the leakages, which is costing the nation billions, if not trillions, of Naira..<br />
