<b>BULAWAYO, ZIMBABWE - A Form Three pupil at St Bernard's High School in Bulawayo has been arrested for allegedly fatally stabbing his aunt after she confiscated his cellphone.</b></div>

The pupil aged 17 from Pumula South suburb, allegedly killed his 46-year-old aunt with a kitchen knife on Wednesday evening over the cellphone which was said to contain pornographic material.</div>

The teenager lived with his aunt because his mother is in South Africa where she works.</div>

He is alleged to have stabbed the aunt once in her left cheek and under her left eye.</div>

<div style="text-align: justify;">
Relatives said the pupil was unruly as he absconded from school, kept pornographic material in his cellphone and sometimes spent days away from home.</div>

Bulawayo police spokesperson inspector Precious Simango said the pupil was in police custody.</div>

"We've arrested a 17-year-old boy in connection with the murder and he will soon appear in court facing murder charges," said Insp Simango.</div>

She encouraged parents to seek professional help whenever they see their children misbehaving.</div>

A spokesperson for the murdered woman's family, Cephas Ncube, said the juvenile was very unruly. He said after killing his aunt, he tried to cover up his tracks by ransacking the house to give an impression that someone else had attacked her, before calling for help from neighbours.</div>

<b>LAGOS, NIGERIA - Two persons have made separate attempts to claim the $2.1m (about ₦418million) cash seized by the National Drug Law Enforcement Agency (NDLEA) at the Murtala Muhammed International Airport from the custody of the Economic and Financial Crimes Commission (EFCC).</b></div>

The NDLEA had on July 3 intercepted the cash which was being conveyed by a bureau de change operator, Mr. Ibiteye John Bamidele.</div>

The anti-narcotics agency had suspected the bureau de change operator of laundering the money.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
Following his confession that he was on money laundering errand allegedly for a former Executive Secretary of the National Health Insurance Scheme (NHIS), Dr. Olufemi Thomas, the NDLEA had on July 8 handed over the suspect and the cash to the EFCC.</div>

Investigations by <a href="http://www.punchng.com/news/efcc-foils-plot-to-steal-seized-2-1m-nhis-cash/">SUNDAY PUNCH</a> on Saturday reveal that two different persons have showed up at the Lagos office of the EFCC to claim the cash.</div>

<i>Punch </i>correspondent learnt that one of the impostors, a man, who showed up to claim ownership of the money, later confessed to EFCC operatives that he was hired by some persons he didn't name to retrieve the money from the commission.</div>

<div style="text-align: justify;">
His claim was said to have been punctured by the EFCC team and he was subsequently arrested.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
Similarly, a lady was also said to have appeared at the Lagos office of the EFCC, claiming that she was the one that gave Bamidele the money.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
The lady was said to have made repeated calls to the supposed owner of the money who failed to fulfil his promise that he would meet her at the EFCC office.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
When she realised that her partner had failed her with the refusal to appear at the commission, she was also said to have pleaded for mercy especially when the operatives confronted her with facts from Bamidele.</div>

A top officer of the EFCC, who spoke on condition of anonymity, said: </div>

Another thing you must know about this drama is that the commission has foiled some attempts to retrieve the money. </blockquote>
<blockquote class="tr_bq" style="text-align: justify;">
From the time the case was handed over to the commission on July 8, 2015 to date, two people have come forward to claim the money. </blockquote>
<blockquote class="tr_bq" style="text-align: justify;">
A few days after the money was handed over to the EFCC, a man came to the office to claim the money but when he was grilled, he contradicted himself. In fact, he said he was hired by some persons to claim and retrieve the money from the commission. </blockquote>
<blockquote class="tr_bq" style="text-align: justify;">
Apart from the man, another woman showed up the following day to claim that she was the one who gave Bamidele the money. </blockquote>
<blockquote class="tr_bq" style="text-align: justify;">
According to her claim, the money was proceeds of an investment which was liquidated with a bank and was intended to be used to purchase a property for the construction of a cardiac centre. </blockquote>
<blockquote class="tr_bq" style="text-align: justify;">
However, her claim fell through when operatives confronted her. The bureau de change operator who was caught with the money did not mention her name. Then she realised that she wasn't going anywhere with her lies, she started pleading for mercy.</blockquote>

<b>OSOGBO, NIGERIA - A lecturer in a tertiary institution in Osun State (name withheld), on Thursday, collapsed inside a bank located within the institution's premises following a discrepancy in his salary.</b></div>

Witnesses said the lecturer fainted after discovering that his account had only been credited with ₦150 by the state government as 50 percent of his February salary instead of ₦150,000. </div>

The lecturer, who is a post-graduate student at the Federal University of Technology, Akure (FUTA), according to a witness, lamented, after being resuscitated by the bank's officials, that the money paid by the government into his account could not even transport him to Akure, where he was billed to write an examination.</div>

The man, it was gathered, also disclosed that he had some outstanding fees to pay at the university which he had proposed to pay with the expected salary. </div>

A lecturer in the Department of Accounting in one of the schools (name withheld) lamented that his gross salary and net pay were ₦210,000 and ₦140,000, respectively, but he only received the sum of ₦260 as his February salary.</div>

A management staff of the institution, whose salary is about ₦400,000, was also said to have received ₦12,000 for the same month.</div>

Many teaching and non-teaching staff members of the institutions have criticised the state government for what they called the abnormalities being witnessed in the payment of their outstanding salaries.</div>

It was also alleged that monies deducted by the state government from workers' salaries for the purpose of schemes like the cooperative society had not been remitted since August 2014.</div>

A worker at one of the institutions told <i>Saturday Tribune</i> that he collected the sum of ₦30,000 in December, ₦58,000 in January, while he received ₦125 as his take-home for the month of February.</div>

He said fuelling his car from Ilesa to Esa-Oke had become a problem, just as he had been unable to collect his children's report sheets from a private school in Ilesa because he could not pay their tuition. </div>

The Public Relations Officer of the Academic Staff Union of state-owned institutions, and ASUP chairman of the state Polytechnic, Iree, Mr Dotun Omisore, in an interview with <i>Saturday Tribune </i>confirmed the ordeal of the lecturer who fainted and also condemned the "abnormalities and irregularities" in the payment of salaries of workers, saying that "we will not call off our strike until all our salaries and deductions" are paid by the state government. </div>

Omisore warned that the deduction of workers' contributions to the contributory pension scheme by the state government since about 36 months ago allegedly without remittance to the pension managers must also stop.</div>

Police in eastern Jharkhand state said on Saturday that a group of assailants dragged the women out of their huts and beat them to death at around midnight on Friday in their village, some 30km from state capital, Ranchi.</div>

"A group (of villagers) dragged the women out and beat them to death with sticks, accusing them of practising witchcraft," Ranchi deputy police chief Arun Kumar Singh told AFP news agency by phone.</div>

At least 21 villagers have been arrested over the killings of the women, who were mostly aged between 45 and 50.</div>

"Aishwarya Devi named four other women. Some of the villagers beat those five women to death. So far, we have arrested 21 people in the case," said Singh.</div>

The long-time Kwankwaso's political soul mate declared: </div>

For one year, Kwankwaso did not pay a single kobo as tuition fee for our students studying abroad. </blockquote>

Right now, Kano State government owes those students ₦3 billion, and painfully, our revenue is dwindling and we would be cautious in handling the situation.</blockquote>

The new Kano strongman revealed that the delay in the payment of the tuitions fee was caused by the Kwankwaso administration, even  as he stressed: "For whatever reasons, the Kwankwaso  administration distorted the scholarship programme".</div>

<b>IBADAN, NIGERIA - Tension is reportedly mounting in the four states under the control of the ruling All Progressives Congress (APC) in the South-West over the refusal of the governors to put cabinets in place more than two months after their inauguration.</b></div>

The three states of Lagos, Oyo and Ogun have been operating administrative activities with skeletal appointive personnel and the civil service, 69 days after the governors' assumption of office, while Osun State has been without a cabinet for about nine months, after the re-election of Governor Rauf Aregbesola.</div>

He was sworn in for his second term on November 26, 2014.</div>

Lagos State has appointed only the Secretary to the State Government (SSG), same with Ogun State. Osun State has SSG and Chief of Staff while Oyo State has not made any appointment.</div>

In Ogun, Osun and Oyo states, all the aides of the governors have been relieved of their appointments. Apart from Lagos, none of the governors has official media aides.</div>

The scenario in the said states is a replay of the Federal Government under President Muhammadu Buhari who has committed himself to piecemeal appointment of his cabinet.</div>

The issue of ministerial nominees is said to be at the heart of this wait-and-see game, with Saturday Tribune being told by sources close to the governors that they (governors) and party leaders who would make the appointments want to see those who would go to the centre before sharing what is available at home to others.</div>

The confusion reportedly created by Buhari's refusal to follow the usual practice of governors nominating appointees from states for federal positions is said to have further forced the party leaders, elders and governors to be circumspect on the appointment issue.</div>

It is reportedly being reasoned that the ruling party in the zone might witness serious unrest if certain camps and their nominees already penciled in for federal appointments eventually fail to land the projected appointments with nothing for them to fall back on at home if the major appointments are done before their projected appointments materialize at the centre.</div>

Despite the state leadership being mum on the official reason(s) for not constituting cabinets, <i>Saturday Tribune</i>'s checks revealed a deep seated frustration and disquiet among party faithful who worked for the party's victory in those states and are expecting to be rewarded with appointments.</div>

Though the list of commissioner-nominees in one of the said states is said to have been ready for a while, it could not be reportedly sent to the state House of Assembly due to political considerations occasioned by the delay from the president's end.</div>

In the said state with a super-SSG and a political leadership with a near final say, the fate of a certain projected nominee for ministerial appointment is said to be one of the major considerations, tying down the hands of the decision makers to send the compiled list to the state Assembly.</div>

Although originally a citizen of a neighbouring state, the said projected ministerial nominee once held a political appointment in the state where he is reportedly being packaged for an appointment at the centre.</div>

Those packaging him for a certain ministry in Abuja are said to be seeking a nexus between him and the projected commissioner that would hold similar position in the state.</div>

One of those expected to be appointed a commissioner in one of the said states told <i>Saturday Tribune </i>in near exasperation that "they (the decision makers) should do what they like. I don't even really care about the whole thing again. Those who worked for the party in rain and sunshine are expecting their local leaders to get appointments for some benefits to also come to them. Everywhere is just quiet. Nobody is saying anything to anyone. They are waiting on Abuja and Abuja is not ready. Our supporters are becoming weary and unhappy. Our leaders like listening to sycophants. If they want to know what is going on now with the party, let them try and conduct local government election".</div>

In another state where the governor also won re-election, party members are reportedly miffed with the zero accessibility of the governor since he was sworn in for a second term.</div>

<b>LAGOS, NIGERIA - The National Drug Law Enforcement Agency (NDLEA) on Friday said it's continuing moves to extradite a financier of the Peoples Democratic Party (PDP) in the South-West, Mr. Buruji Kashamu, to the United States for alleged drug-related offences.</b></div>

Kashamu is a senator representing Ogun-East Senatorial District at the National Assembly.</div>

The anti-narcotics agency said it is appealing the various orders and court injunctions granted the senator, which are preventing his arrest and extradition.</div>

The NDLEA had been at daggers drawn with Kashamu over a claim by the agency that it received a request from the American government seeking the extradition of the PDP leader to answer drug-related charges.</div>

The agency, in what it tagged, 'house arrest', had deployed its operatives in the Lekki, Lagos, residence of the politician for six days before they were withdrawn, following a court order.</div>

A Federal High Court in Lagos had, in separate rulings, restrained the NDLEA and any other agencies in the country from unlawfully arresting and forcefully extraditing the Ijebu-born politician to the US.</div>

Speaking to <a href="http://www.punchng.com/news/kashamus-extradition-not-over-ndlea-2/">SUNDAY PUNCH</a> on Friday, the Head of Public Affairs, NDLEA, Mr. Mitchell Ofoyeju, said the agency had approached the courts to vacate all orders granted Kashamu. He stated that the agency would follow all legal means to ensure that Kashamu was extradited.</div>

The NDLEA spokesman explained that Kashamu had built several legal walls to prevent the agency from arresting to him.</div>

Ofoyeju said the NDLEA was not to witch-hunt Kashamu, claiming that the agency had been requested by the American government to extradite him.</div>

For instance, the warrant of arrest we obtained from the court, he set it aside (through a court). Then, the suit the Attorney-General of the Federation filed; the motion for his extradition, he also went to court to set it aside. The AGF is appealing that order and we are appealing ours. The cases are already in court. </blockquote>
<blockquote class="tr_bq" style="text-align: justify;">
He (Kashamu) went to court to seek several orders. We have appealed those orders. The matters have not been determined. We are in court. </blockquote>
<blockquote class="tr_bq" style="text-align: justify;">
We have the formal request from the United States, asking for his extradition. We have that and we went to obtain a warrant of arrest which he got an order to set aside. He got so many court orders; we are now appealing those orders to enable us to follow due process. </blockquote>
<blockquote class="tr_bq" style="text-align: justify;">
We cannot use the legal process to impede his extradition process. If he says he believes in the rule of law, we are going to follow it up to a logical conclusion.</blockquote>
