<b>ABUJA, NIGERIA - President Muhammadu Buhari on Tuesday appointed General P. T. Boroh as the new coordinator of the Amnesty Programme for the Niger Delta militants.</b></div>

A statement by the Special Adviser to the President on Media and Publicity, Femi Adesina, said the appointment takes immediate effect.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
The appointment which was announced Tuesday night in Abuja came on the heels of protests by the former militants over the non-payment of their allowances.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
Adesina in the statement said the appointment of Boroh is expected to douse the tension over the outstanding allowances.</div>

President Muhammadu Buhari has approved the appointment of Brigadier-General P.T. Boroh (rtd) as the Coordinator of the Amnesty Programme for former Niger Delta militants. </div>
</blockquote>

Brig. Boroh, whose appointment takes immediate effect, is to take over the responsibilities of the former Special Adviser to President Jonathan on Niger Delta who also doubled as Coordinator of the Amnesty Programme. </div>
</blockquote>

<div style="text-align: justify;">
The appointment of a new Coordinator for the Amnesty Programme is expected to lead to the speedy resolution of recent hitches in its implementation such as the non-payment of outstanding allowances to ex-militants.</div>
</blockquote>

The Amnesty Programme was established by late President Umaru Musa Yar'Adua in 2009 to calm the nerves of Niger Delta militants who were disrupting oil production on account of alleged maginalisation of the oil rich region in the distribution of the oil wealth in the country.</div>

<b>ILE-IFE, NIGERIA - Controversies have trailed the reported death of the Ooni of Ife, Oba Okunade Sijuade (Olubuse II) as the Royal Traditional Council (RTC) of the town, Wednesday said the paramount ruler is alive and in good state of health.</b></div>

The RTC, which comprises of all traditional chiefs and title holders in Ile-Ife said Oba Sijuade is not only in sound state of health but added that the royal father was preparing for son's wedding holding next week Sunday in Lagos.</div>

<div style="text-align: justify;">
Also speaking, secretary Royal Traditional Council of Ife, the <i>Ladin of Ife</i>, High Chief Adetoye Odewole, said Ooni is hale and hearty and even spoke to the chiefs on phone few hours earlier.</div>

He added: </div>

Those behind the death story are enemies of Ife and as I speak with you, chiefs have not heard anything like that. This is not the first time such rumour will be carried about our father. </div>

They did it in 1984, also in 2004 and now, these people are coming up with another rumour. Oba Sijuade remains in sound state of health.</div>

Commenting similar in vein, Chairman of Ife Development Board, Prof. Muib Opeloye, said Ife as a town with rich tradition has its way of managing its affairs.</div>

Opeloye maintained the royal father was preparing for his son's wedding, urging people not to panic and go about their normal daily activities.</div>

Many indigenes and residents of Ife had converged at entrance of the palace but were prevented from going inside by guards.</div>

But Osun State House of Assembly has expressed its sympathy to Governor Rauf Aregbesola, State Council of Traditional rulers and chiefs, the good people of ancient city of Ile-Ife and the immediate and extended families of the late Oba Okunade Sijwade Olubuse, the Ooni of Ife as the great King joined his ancestors.</div>

In a statement issued by the Speaker's spokesman, Mr. Goke Butika, the parliament in a condolence message by the Speaker, Mr Najeem Salaam "expressed his regret and shock over the transition of the natural ruler to the silent land of his forebear, saying the engine room of royalty and the custody of Yoruba cosmology has just been temporarily grounded by the clog of death".</div>

Salaam then "celebrated the life and time of the great king, Oba Sijuwade, attesting that the monarch exuded unique royalty almost equivalent of imperial culture that could not be rivaled while he called the shot on the revered stool of his fathers.</div>

"The parliament then sent its condolence to the governor over the loss of the monarch and prayed that the Supreme Eludumare, the Cherisher of Aiye would rest the late natural father", the statement added.</div>

Furthermore, we make bold to state that he who comes to equity must come with clean hands. The source said Buhari was taken aback when he saw the names on the list and that the list given to the President by the US might compel him to probe the administration of former President Goodluck Jonathan.</div>

A Presidency source also confirmed that Buhari had such a list but that "the President has been keeping the list to himself."</div>

The source, who told our correspondent about the list in the President's possession, said the US gave Buhari two separate lists – one listing the names of top government officials who have been stealing the country's oil, using their high offices to perpetrate the stealing; and the other containing the names of illegal oil bunkerers.</div>

The President had said last week that some ministers in the cabinet of Jonathan were stealing as much as 250,000 barrels of Nigeria’s crude daily.</div>

The former First Lady was reportedly stopped from using the VIP lounge of the airport. But the FAAN said it was not so. It was learnt that Dame Jonathan had gone to Port Harcourt on a private visit.</div>

Sources at the airport also alleged that the former First Lady was denied access to the lounge by security operatives of FAAN, who reportedly said they were working based on orders from above.</div>

But reacting to the report, FAAN, in a statement on Tuesday, described it as misleading and mischievous, stressing that the wife of former President Goodluck Jonathan was not denied access to "the VIP lounge at the Port Harcourt International Airport on July 27, 2015."</div>

However, the authority was quick to state that what its security officials did was to stop the former First Lady's convoy from gaining access to the tarmac where her aircraft was parked.</div>

The General Manager, Corporate Affairs, Yakubu Dati, said the security officials explained to Dame Jonathan's team why her convoy was stopped, adding that the officials were only abiding by international safety standards.</div>

FAAN said: "The former First Lady's convoy was only denied access to the foot of the aircraft during boarding formalities at the airport in line with international aviation best practices, strictly for safety reasons, as prescribed by the International Civil Aviation Organisation. Last Thursday when we held the political summit in Ife, he supported us and sent an emissary to the summit. He slumped on Thursday and was rushed to Ibadan airport from where he was flown to Lagos in an air ambulance en route to England for treatment. He became stable by Saturday. It is sad that he relapsed and passed on."</div>

The flamboyant traditional ruler was crowned king on December 6, 1980 in a colourful ceremony attended by prominent traditional rulers like the Emir of Kano, Oba of Benin, Amayanabo of Opobo and the Olu of Warri as well as the representatives of the Queen of England.</div>

It was gathered that the Ife traditional council and the Osun State traditional council would meet on Wednesday.</div>

A competent source disclosed that emissaries from the two councils would visit the Governor of Osun, Rauf Aregbesola, to officially break the news to the governor.</div>

Sijuwade was born to the Ogboru ruling house. The handsome king was a grandson of the Ooni Sijuwade Adelekan Olubuse I. He studied at the Abeokuta Grammar School and Oduduwa College in Ile-Ife.</div>

He worked for three years in his father's business and later did a two-year stint with the <i>Nigerian Tribune,</i> before attending the Northampton College in the United Kingdom to study Business Management.</div>

At the young age of 30, he became a manager in Leventis, a Greek-Nigerian conglomerate. In 1963, he became the Sales Director of the state-owned National Motors in Lagos. After spotting a business opportunity during a 1964 visit to the Soviet Union, he formed a company to distribute Soviet-built vehicles and equipment in Nigeria. This later became the nucleus of his widespread business empire. He also invested in real estate in his home town of Ile-Ife. By the time Sijuwade was crowned Ooni in 1980 he had become a wealthy man, whose fame and connection was global.</div>

When Sijuwade became the Ooni, he inherited an ongoing dispute over supremacy between the obas of Yorubaland. In 1967 the crisis had been resolved when the late Yoruba sage, Chief Obafemi Awolowo, was chosen as the leader of the Yoruba. In 1976, the Governor of Oyo State, General David Jemibewon, had decreed that the Ooni of Ife would be the permanent chairman of the State Council of Obas and Chiefs. Other Obas led by the Alaafin of Oyo, Oba Lamidi Adeyemi, said the position should rotate. The dispute calmed down when Osun State was carved out of Oyo State in August 1991, but still persisted. In January 2009, Sijuwade was quoted as saying that Oba Adeyemi was ruling a dead empire (the Oyo Empire, which collapsed in 1793). Adeyemi responded by citing "absurdities" in Sijuwade's statements and saying the Ooni "is not in tune with his own history".</div>

It will be recalled that Oba Adeyemi, the Permanent Chairman of the Oyo State Council of Obas and Chiefs, was conspicuously absent from a meeting of Yoruba leaders in April 2010.</div>

<div style="text-align: justify;">
In February 2009, Sijuwade helped mediate in a dispute over land ownership between the communities of Ife and Modakeke, resolved in part through the elevation of the Ogunsua of Modakeke as an Oba.</div>

In August 2010 he mediated in the ownership dispute between Oyo and Osun states concerning Ladoke Akintola University, calling a meeting attended by Prince Olagunsoye Oyinlola, governor of Osun State, Otunba Adebayo Alao-Akala, governor of Oyo State and the Permanent Secretary of the Federal Ministry of Education which resulted in an action plan.</div>

Giving his statement at the homicide section of the State Criminal Investigations Department (SCID), Yaba, where he is being detained, the suspect said one Osho promised to give him ₦50,000 if he could provide him with fresh human parts.</div>

"From close observation, it was discovered that some vital organs such as the kidney and intestine had been removed from the deceased. All the organs were kept in a black nylon bag. The suspect was promptly arrested and taken to the station," Amadin said.</div>

She added that the police was making effort to arrest Osho, who is on the run.</div>

<b>ABUJA, NIGERIA - President Muhammadu Buhari has regretted that crude oil theft that characterised past governments was still thriving under his government. He expressed his regrets on Monday on <i>Good Morning Nigeria</i>, an NTA breakfast show.</b></div>

The President, who was inaugurated on May 29, said the nation's crude was still being lifted illegally by government officials up until July 10.</div>

<div style="text-align: justify;">
He said the situation, which he described as a monumental fraud, was beyond comprehension.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
He expressed the confidence that some developed countries would assist Nigeria to identify and repatriate looted funds.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
This, he said, would however not be achieved without meeting some conditions.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
He said: </div>

The multiparty democracy system for developing countries has its advantages and relative disadvantages in the sense that for us to get the help of the developed countries, we have to get our facts: documents, complete and reliable investigation, take them to court and get these people prosecuted. </div>

<div style="text-align: justify;">
Meanwhile, the theft continues. Up to the 10th of this month, our crude is still being illegally lifted by people who are in government. </div>
</blockquote>
<blockquote class="tr_bq">
<div style="text-align: justify;">
We are trying to get these documents; we are getting cooperation from the international community. We are going very soon to make sure that those who perpetrated this crime against Nigeria will be faced with facts and be taken to our courts. </div>
</blockquote>
<blockquote class="tr_bq">
<div style="text-align: justify;">
We have got the cooperation of some of the countries that are the destinations of our crude and we are discussing with them. We have to maintain high confidentiality so that we don’t risk some of the people in Nigeria that are helping us to trace the destinations of this stolen crude and then the accounts where the proceeds are being paid instead of the Federal Government account. </div>

I don't think the NNPC knows how many accounts are there in which payments are made on Nigerian crude. The monumental fraud has been going on for a number of years; a lot of Nigerians cannot comprehend it.</div>

Buhari admitted that the task of getting looted funds repatriated had not been an easy one.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
While saying his government was working hard to meet the demands of the foreign countries, the President promised that he would be updating Nigerians of developments as far as the repatriation process was concerned.</div>

He said:</div>

The countries are willing but I also said it has to comply with their own system; we have to get the documents, especially the shipping documents, how they load here in our terminals and the destinations. </div>

Some of them even change the crude or the destinations on the high sea and then change the account, instead of the Federal Government account, they pay into individual accounts. </div>
</blockquote>
<blockquote class="tr_bq">
<div style="text-align: justify;">
The cooperation we need is that once we get those shipping documents and we are lucky to trace them up to the countries where they sold the crude and which account it goes, then we will submit the evidence in terms of loading, the payment made and the account. </div>
</blockquote>
<blockquote class="tr_bq">
<div style="text-align: justify;">
Once we do these, they are very willing to make sure that all those accounts are frozen and money repatriated to Nigeria. </div>
</blockquote>
<blockquote class="tr_bq">
<div style="text-align: justify;">
It is not an easy process but I assure you that we are working very hard. We cannot say we will wait until when everything is completed. Whatever we are able to get in a couple of months, we will bring it out for Nigerians to know.</div>
</blockquote>
<div style="text-align: justify;">
On the planned breaking of the Nigerian National Petroleum Corporation (NNPC), Buhari said the best way to go was to first establish the magnitude of the inexplicable way the NNPC had conducted itself.</div>

He said after doing that, his administration would be on a higher moral ground to implement whatever recommendations made to it.</div>

Buhari traced the continued problem of fuel scarcity to the destruction of infrastructure.</div>

The problem of fuel scarcity is one of the problems. We all know we used to have four refineries refining daily on the average of about 450,000 barrels per day. </div>

We had 25 depots all over the country from Maiduguri to Ilorin, from Gusau to Yola, from Makurdi to Port Harcourt to Ibadan. </div>
</blockquote>

These entire infrastructure have virtually been vandalised and Nigerians are forced to buy products from world markets as if Nigeria hasn't invested in the industry. This is sheer corruption and inefficiency. </div>

This situation cannot be undone overnight. Firstly, we have to organise with our partners who had been developing the petroleum sector. </div>
</blockquote>

Nigeria was consistently losing on a daily basis millions of dollars. I think those who have been operating in the industry have been displaying lack of conscience and patriotism. Only God knows the amount of damage done to Nigeria.</div>

Buhari said he discussed the issues of unemployment, insecurity and corruption with President Barack Obama when he visited the United States last week.</div>

I have to be very sensitive to the Constitution of the country. I do not like to be told by anybody, especially the legislators that I am interfering in their matter. There are three arms of government: executive, legislature and the judiciary. </div>

Over the last 16 years, they (lawmakers) have developed the system of choosing their leaders. There is no way I can directly interfere. All I can do through the party is to appeal to their conscience that what I already observed, we should go over it as soon as possible. </div>

When I say 'we', I mean the APC. We cannot win the battle and lose the war. We must not allow individual personal ambition to succeed in dividing us and allow PDP to deal with us. </div>

This is what the National Assembly has allowed so far; the APC is giving the PDP the allowance to take over the government again. This is extremely disheartening, I am very worried. </div>

The only thing I can do is to appeal to the conscience of the APC members in the Senate and House. It took us time to get to where we are; I don't want personal ambitions to scuttle our success and therefore fail to deliver on our promises to the nation.</div>

The destruction they made on the infrastructure, especially schools, hostels, roads, blown up bridges and blown up markets. We have made a list of these and what it will cost to quickly rehabilitate them. </div>

<b>ABUJA, NIGERIA - President Muhammadu Buhari on Monday said he would not make compromised citizens and 'hostages' ministers.</b></div>

"We will try as much as possible to avoid appointing hostages; by this, I mean people who have been in the system but compromised their personal and professional integrity", Buhari said on Monday in a live programme, <i>Good Morning Nigeria</i>, on the <b>Nigerian Television Authority</b>.</div>

<div style="text-align: justify;">
He said he needed decent, patriotic and hard-working technocrats as well as politicians to work with him in order to achieve his dream of repositioning the country.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
He said the worst thing that could happen to his administration was to get compromised persons to be in charge of institutions, adding that such people would be ineffective and unpatriotic.</div>

From what I have seen so far, we need very patriotic Nigerians (to be ministers); Nigerians that can work very hard with knowledgeable experience; committed Nigerians to be in charge of ministries. </div>

A lot of institutions in Nigeria are compromised, everybody for himself and God for all of us. It is most unfortunate. We have people, educated and experienced people, but everybody seems to be working for himself on how much they could get away with as soon as possible. </div>

<div style="text-align: justify;">
We have to look for technocrats and politicians. We have to look out for decent people in this class to give them the responsibility of being in charge of ministries and important parastatals. </div>

It is taking so much time (to appoint ministers) because a number of knowledgeable people have been compromised. They have been compromised by people who will like to depend on them to damage our economy and security; a lot of them have been compromised. </div>

<div style="text-align: justify;">
The worst thing that I think can happen is to get a compromised person to be in charge of institutions. There is no way he could be efficient or patriotic. Somebody behind the scene will be manipulating him at the expense of the nation. </div>

This is what we are trying to avoid and I assure you that so much damage has been done to Nigeria. We cannot rush to give this responsibility to people that have unfortunately been compromised. </div>

This is because there is no way you can effectively supervise, let's say 20 ministries, you have to give it to people you trust and you allow them to perform according to the Constitution of the country. If you appoint compromised people, then we will be back to square one and Nigeria will be the loser.</div>

<b>ABUJA, NIGERIA - Edo State Governor, Adams Oshiomhole, on Monday, said the Peoples Democratic Party (PDP) government of former President Goodluck Jonathan had destroyed the country.</b></div>

Oshiomhole, who was on the entourage of President Muhammadu Buhari to the United States, said Nigeria had in Buhari a President who talked with confidence unlike "a President that is blabbing and is not sure of what the issues are."</div>

The governor spoke with State House correspondents shortly after meeting with Buhari at the Presidential Villa, Abuja.</div>

The PDP destroyed the country. I mean from the lips of American officials; senior officials of the State Department said one minister under PDP cornered as much as $6bn. </div>

The man said even by Washington's standard, that is earth-shattering. </div>
</blockquote>

So, the PDP is a party that presided over the liquidation of our nation, destroyed all our institutions, converted the Armed Forces commanders to use them as if they were political thugs, converted the Nigerian Television Authority to a party megaphone, destroyed the Department of State Services, went after opposition as if we were rabbits to be pursued into our holes, compromised even student unions and destroyed everything that you can think of, and elevated religion to a state affair. </div>

Under the party, Israel became a place you visit every week; they placed pastors against mallams, placed the North against the South, the East against the West, just to retain power; elevate Obas and Obis with dollars. </div>

You guys (journalists) were reporting dollars that were changing hands; when the Nigerian National Petroleum Corporation was spending much more money than is available to the Federation Account. </div>

We are a very patient people. If we were not a patient people, anybody wearing the tag of PDP ought to feel very unsafe because you are all victims - all of us here. </div>

Mr. Johnnie Carson, who was the Assistant Secretary of State, when we visited him in company with Senator (Bukola) Saraki, then as the Chairman of the Nigeria Governors' Forum - that was at the eve of President Obama’s first visit to Africa - and we went to complain, "why is Nigeria not on the list?" </div>

What he said, for me, was quite instructive compared to what he said last week. Then I was present when he said: <b>"you know, we, who see ourselves not just as friends of Nigeria, each time we think there is light at the end of the tunnel and it is time to encourage Nigeria to build on it, you would wake up the following day under President Jonathan to find out that even the tunnel had been removed."</b> </div>

Those were the words of Mr. Carson. Now last week, this same Carson chaired the President's address at the Institute of Peace and he said: <b>"we now have a man of enormous integrity; one that has shown so much faith in the democratic process; one that refused to be frustrated even in the face of massively rigged elections. He submitted to the judicial process and even when that was compromised he never gave up. America has done its check and we are convinced that this President is the one that Nigeria needs at this time to regain its leadership of the African continent"</b>.</div>
