<b>President-elect Muhammadu Buhari has denied barring African Independent Television (AIT) from covering his activities and has instructed all matters relating to the media should be handled by his media office.</b><br />
<br />
Buhari said he was neither consulted nor informed about the AIT barring and only became aware of the matter after the public uproar it generated.<br />
<br />
In a statement released on Wednesday evening by Garba Shehu, the head of the media and publicity directorate of the APC presidential campaign, Buhari was quoted as saying: “The time of change has come and we must avoid making the same mistakes that the outgoing government made.”<br />
<br />
AIT had been barred from covering his activities on Monday, but the APC overturned the decision the following day.<br />
<br />
Shehu’s statement said Buhari has instructed all his staff, including the personnel attached directly to him, “to steer clear of all dealings with the media, and leave all media affairs to his official media team”.<br />
<br />
“I would like everyone to henceforth stay within his/her defined area of responsibility,” Buhari said. The president-elect added that his media team should be left to deal with their media colleagues as they best knew how, Shehu added.<br />
<br />
On Monday, Shehu had said: “AIT has been asked to step aside based on security and family concerns.<br />
<br />
“In addition, Buhari has decided that they will have to resolve some issues relating to issues of standard and ethics.<br />
<br />
“We will be talking with them to try and resolve the matter, but for now the station has been asked to stay aside because, like I said, there are some family and security concerns. They have been asked to step down their coverage until we resolve the matter with them on ethics and standards‎.<br />
<br />
“You can quote me that I said that we have asked them to step aside and that we are resolving the the issues of ethics and standards with them.”<br />

<b>President Elect, Gen. Muhammadu Buhari has inaugurated a 19-member transition committee with a charge to members not to engage in a witch hunt or fault finding.</b></div>

He also announced that his administration would not witch-hunt anybody because he was aware that government is a continuum.</div>

Buhari said this while inaugurating the Ahmed Joda-led transition committee in Abuja, on Wednesday.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
While expressing gratitude to members of the committee for accepting to serve at very short notice, he explained that the change from one government to another always involves complicated operational challenges.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
According to him, the incoming government needs to know where the previous government stopped so that it can know where to continue. </div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
He noted that Nigeria was blessed with outstanding men and women of competence and experience in different fields out of which his team has picked the nineteen to ensure a smooth process.</div>

Buhari told committee members, “this assignment though onerous, it is well within your ability to accomplish, you are required to assess the information provided to you and advise me on its quality and accuracy.”</div>

He also said, “It is a simple matter but you must have the right information if you are to shape appropriate policy decisions. Needless to repeat; that your committee and our government are not to witch-hunt or engage in fault finding.</div>

“We want the facts and nothing but the facts, what has been done cannot be undone, our job is to learn from the mistakes of the past in an attempt to avoid similar errors.</div>

“The time given for you to complete your assignment, two weeks, is short but because of the postponement of the election for six weeks from February 14 to March 28, the transition period has been truncated, we are obliged therefore to fast track steps to May 29.”</div>

<div style="text-align: justify;">
The President elect also charged the committee to ensure that it does not overlook “essentials.”</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
Buhari who spoke glowingly about Mallam Ahmed Joda the committee chairman, described him as one of the few surviving links of the first republic civil service to the present day.</div>

He enjoined members of the committee to be prepared to work hard because Joda is an exerting task master adding that very few young men of his age can keep up with him.</div>

Chairman of the Committee, Mallam Ahmed Joda who spoke on behalf of other members expressed appreciation to the President elect for considering them to be worthy to help prepare the ground for the incoming administration to take over smoothly on May 29, 2015.</div>

He said, “We as a committee are determined to do the best we can within the time that is allowed to accomplish your wishes and to make it possible for you to achieve your vision and all that you wish for  our country.</div>

“When I met you and you briefed me about this assignment, about the composition of the committee, I did observe that I’ve never served on a committee so weighty like this.</div>

“I have people who are distinguished in their professions, who have their own enterprises and have their own businesses to look after and even serving governors and people in active service to the service of your incoming government and to the service of our motherland.”</div>

He explained to the gathering that members of the committee met for the first time on Wednesday to get to meet and know one another and plan the committee’s schedule of activities over the next two weeks.</div>

Joda also noted that members of the committee were committed and willing to work long hours even on weekends to deliver on their tasks.</div>
<div style="text-align: justify;">
“I promise you that we’ll do our best because we are not only serving you, we are serving our people. We are going to try to begin to lay the foundation for a strong country where justice and peace prevail.” He said.</div>

The chairman expressed the opinion that Nigerians entrusted general Buhari with the task of healing their wounds and wiping away their tears and leading our nation to greatness because of the confidence they have in his ability.</div>

Joda also said, “I pledge every one of us will give you the best and most earnest advice from the bottom of our hearts in order that our country, together in peace and unity can realize our goals and aspirations.</div>

<b>The Federal Government on Wednesday said it took exception to some of the terms of reference of the transition committee set up by the President-elect, Gen. Muhammadu Buhari (retd.).</b></div>

Minister of National Planning, Dr. Abubakar Sulaiman, disclosed this at the end of the weekly Federal Executive Council meeting.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
Buhari had earlier today inaugurated his 19-man transition committee headed by Ahmed Joda where he spelt out the committee's term of reference. It is, however, not clear which of the terms of reference the federal government is not comfortable with.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
Sulaiman, who is the chairman of the Technical Subcommittee of the outgoing government’s transition committee, said the council warned the incoming government against running a parallel government.</div>

He said President Goodluck Jonathan’s magnanimity should not be taken as a sign or cowardice.</div>

I am delighted to say that we stand on the threshold of history. For the first time in our post independence history, power is going to be transferred from an incumbent ruling party to an opposition party.</div>

This is inspite of predictions of calamitous outcomes.</div>
<div style="text-align: justify;">

Nigerians have indeed proven once again that they are a united people and stand resolute to protect its growing democracy.</div>

I wish to specifically acknowledge and laud the maturity exhibited by the political class, the professionalism of our security agencies, the competence and resilience of INEC, but above all the doggedness of Nigerians and their commitment to ensuring that their wishes are represented and respected.</div>

I daresay, it is equally a victory for all political parties and their leaderships for according due respect to the electoral process and accepting the results in most cases. I wish to specifically acknowledge the role played by the President, H.E Goodluck Ebele Jonathan for accepting the results of the election before final announcement was made.</div>

The legislature is a critical component and necessary ingredient of democracy and good governance. The legislature by nature is inherently democratic in the sense that all members are equal and are elected representatives of the Nigerian people.</div>

As President-Elect, I recognize this fact and believe that legislators carry this heavy burden of representation with all the seriousness it deserves.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
For a president to be successful in addressing community development and general welfare of the various people of the country, he or she would benefit from working closely and in harmony with the legislative arm of government. I therefore commit myself to working with the legislature as development partners motivated by the desire to deliver good governance.</div>

<div style="text-align: justify;">
Distinguished Elected Members of the 8th National Assembly, we are all aware of the challenges our dear nation has been facing and will continue to do so in the near future. These daunting challenges include:</div>
<div style="text-align: justify;">
<ul>
<li>General insecurity and insurgency that has caused extreme human hardship and destruction of lives, livelihoods that may take us over a decade to rebuild across most of North Eastern Nigeria and some parts of North western Nigeria.</li>
<li>Devastation and environmental degradation in the Niger Delta area which must be attended to.</li>
<li>Decline in revenues due to fall in oil prices which poses a threat to Government’s capacity to deliver on reconstruction of devastated areas and the new government development agenda.</li>
<li>Endemic corruption which has crippled human and infrastructure development for decades.</li>
<li>Unacceptably poor provision of power supply which has had a crippling effect on development of small businesses and indeed the wider economy.</li>
<li>Deindustrialization for the past 3 decades leading to closure of many industries and migration of many to other African countries.</li>
<li>Unacceptably high levels of unemployment and especially Youth Unemployment reaching over 40%.</li>
<li>High cost of governance that has been crowding out capital and human development.</li>
<li>Erosion of public social services such as infrastructure, health and education.</li>
<li>Lack of development in the agricultural and solid mineral sectors.</li>
</ul>
</div>
<div style="text-align: justify;">
Distinguished Members of the 8th National Assembly, I see these development challenges as the mission of my presidency. I need the support of the Members of National Assembly on the battle front. I need your support in many respects.</div>

First and foremost, appropriate policies need to be put in place and such policies may have to be translated into laws.</div>
<div style="text-align: justify;">

Secondly, the oversight functions of the legislature is critical in ensuring that policies are implemented effectively and transparently. Therefore, my mission to bring integrity into governance would better succeed if complemented with a strong culture of transparent oversight.</div>

<b>The destructive attacks in South Africa on Nigerians and other sub-Saharan Africans are tragic and mindlessly wrong. The assaults sorely bruise the objective of inter-African harmony. They also put an eraser to the idyll of progress and domestic tranquility many people saw when gazing at South Africa. The xenophobia is actually a lethal show of misdirected angry. The attacks point to deep, underlying ruptures within the South African political economy that actually have little to with the presence of Nigerian or other Black Africans in that nation. Nigerians have become scapegoats in a fundamentally domestic struggle.</b></div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
The Black populace is roiling because their economic plight has worsened since the end of apartheid. If prosperity had come to them, they would not have come to this. The political and economic accommodation between the traditionally White-controlled economic superstructure and the post-Mandela Black political elite is under challenge.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
This model of governance has failed to make adequate provision for the bulk of the Black population. Due to his unique status, Mandela was able to give the Black population succor and hope while counseling them patience. That great man is no longer there. Gone with him is the succor he gave and apparently the patience of the people. South Africans thus lashed out in frustration. They attacked Nigerians and other Africans not so much because our people were the cause of their woes.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
They attacked our people because they could do so much easier than they could attack the actual sources of their ire and economic predicament. It is easier to destroy the wares of the local shopkeeper than to change the political economy. The former merely requires an eruption of anger; the latter requires sustained political organization, vision and dedication. Thus, although they want political economic reform, all they did was to attack non-South Africans who provided goods and services to them at the neighborhood level.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
While the government of South Africa may be questioned about its continued adherence to a political economic model that appears to have exceeded its best-use date, it is completely wrong to say the South African government had even a hand in instigating the unrest.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
Thus, recalling the Nigerian High Commissioner is inappropriate and counterproductive. Instead of pulling the diplomat, Nigeria should name a high-level special envoy to visit the nation and engage directly with President Zuma. Nigeria should also send an Interagency Coordinated Action Team (ICAT) to South Africa to complement enhance efforts to provide consular services, liaison with police and security and ensure that affected Nigerians receive proper restitution.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
We should also talk to major South Africa businesses resident in Nigeria. It would help douse tensions and ill will here if they announced a plan to contribute to the restitution of affected Nigerians.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
<b>NO RECALL</b></div>
<div style="text-align: justify;">
Some observers have questioned the swiftness and efficiency of the South African government’s response to the mayhem. Such is their right to do so. However, the South African government did not cause the problem. They had no reason for it. To blame the government is to increase tension and confusion, not douse them.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
Recall of an envoy is usually prompted by an adverse act by the host government itself. It is not good practice to recall a High Commissioner for a tragedy the host government could not have prevented and one for which its appears to be working in good faith to end.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
The recent social upheaval should be likened more to a natural disaster as the government had no proximate control over its eruption. To recall our High Commissioner might satisfy our sense of outrage; it would do little else, however. The move implicitly signals to the South African government that we blame it for causing the outburst or for being negligent in the aftermath. Such a move would make it harder to encourage the South African government to act as we would like toward affected Nigerians. The more we diminish our presence is the more we diminish the daily pressure on the government in Pretoria. The more we diminish the pressure is the less we can positively influence that government’s action. Pulling our envoy decreases not increases our diplomatic leverage in this particular circumstance.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
Also, much of the world and many Nigerians in South Africa will perceive the move negatively; they will think we are abandoning our citizens during the height of their travail. This might demoralize them to a material degree. The absence of the High Commissioner for an appreciable period of time will undermine the efficacy of our diplomatic mission at the moment when that mission should be doing its utmost for that segment of our Diaspora in South Africa.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
<b>SPECIAL ENVOY</b></div>
<div style="text-align: justify;">
A more constructive step would be to designate a presidential special envoy to liaise directly with President Zuma and appropriate cabinet-level officials in South Africa.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
The official should be a well known statesman preferably with a prior relationship with President Zuma. A former head of state or someone like former Commonwealth Secretary Anyaoku would be ideal for the position.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
This step would underscore Nigeria’s concerns for its citizens abroad. It would also signal to the South Africans that this episode cannot simply be left to fade into memory as has happened in the past. The envoy would press to ensure that adequate security is availed the Nigerian community to prevent further incidents this time of tension. The Envoy would also explore ways the Nigerian community can be better integrated and accepted in South Africa. Most importantly, he will press the South African government to improve its ability to ensure such things do not repeat themselves on such a large scale.</div>

<b>ICAT</b></div>
<div style="text-align: justify;">
Complementing the efforts of the special envoy would be a working level Inter-Agency Coordinating Emergency Team (ICAT).</div>

<div style="text-align: justify;">
The ICAT would be comprised of police and other security officers who would liaise with South African counterparts at the operational level to ensure adequate security for the Nigerian community and that the authors of violence will be apprehended.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
The team would also have a strong consular component. Nigeria should use this as an opportunity to reach out to the Nigerian community in South Africa to get a better idea of its numerical dimensions and the locations where that community is most concentrated. A warden or communication system should be established within the community so that people can be quickly apprised of emergency situations or major events.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
A small legal team with experience in comparative criminal and civil law should be part of the team. On one hand, the lawyers would check to make sure those arrested are to be prosecuted. The lawyers should also investigate the proposals for restitution the South African government will make for affected Nigerians.</div>

<div style="text-align: justify;">
<b>SOUTH AFRICAN BUSINESSES IN NIGERIA</b></div>
<div style="text-align: justify;">
To douse tensions here and show goodwill, major firms in the South African business community here should be encouraged to develop a fund to restitute affected Nigerians. This fund should be contributed to the Nigerian government.</div>
<div style="text-align: justify;">

<b>CONCLUSION</b></div>
<div style="text-align: justify;">
In such a circumstances, our policy approach should not be determined by anger. Our policy should be founded on a wise, dispassionate assessment of how to best protect our countrymen when they are imperiled. Recalling our top envoy does nothing to protect them. We must do better and more than just express anger.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
The steps outlined above - Special Envoy, ICAT and South African Business Restitution Fund -- are practical actions that can actually help our people and the South African government. Nigeria and South Africa are the two major sub-Saharan African economies. We should attempt to work cooperatively to the extent possible, even in tense times. This show of cooperation and assistance serves our longer-term strategic interests.</div>

We should extend our hand of cooperation because that is in the best interests of our people in South Africa. If the South Africans rebuff these or similar overtures, then we can examine the need to call home our High Commissioner. However, recall should have been the last resort not the first one.</div>

<b>Nigeria’s President-elect, Muhammadu Buhari, has said that Boko Haram will be denied a recruitment base the moment local communities realize that its claim to being a religious group is nothing but a fraud.</b></div>

“The fraud called Boko Haram can be defeated by denying it a recruitment base,” Mr. Buhari told visiting leaders of Nasarawa State who came to congratulate him on his emergence as President-elect.</div>

“No religion allows for the killing of children in school dormitory, in markets and places of worship. They have nothing to do with religion. They are terrorists and we are going to deal with them as they deal with terrorists anywhere,” he said.</div>

Mr. Buhari said he was pained by the destruction of schools in the North-eastern part of the country, an action he said could deny thousands of youngsters access to education and a better future unless something was done urgently to avert this tragedy.</div>

“The worst thing anybody can do is to deny children access to education. That will be destructive to their lives and we are not going to allow that to happen,” he said.</div>

Mr. Buhari announced that his government will help the states to get more money to improve infrastructure by ensuring that all federally collectible revenues are paid directly into the federation account and each tier of government given its due share.</div>

“As at now, the government does not even know how many revenue accounts it has. We will give all the tiers what is due to them but will hold them to be accountable as we would the federal government.”</div>
